the minutes of the Regular Council Meeting held on Monday, July 22, 2002; and

each be adopted as circulated, and that the GVRD Board in Brief dated July 26th, 2002 and the TransLink Board in Brief dated July 19th, 2002, each be received for information.

That the City advise the National Energy Board (NEB) of City Councils disapproval of the Sumas 2 Generating Plant, and that the NEB be urged not to permit the extension of the gas pipeline.

PRESENTATION

 

 

The Manager, Cultural Services, Jane Fernyhough, accompanied by the Arts Coordinator, Suzanne Green, spoke about the contribution of arts to a liveable community for participants and viewers.  Ms. Green then provided information on the theme of the art works and the process followed by the nine students to create their individual pieces.  These Richmond Arts Centre students then presented their creations to members of Council in honour of the City's commitment to culture and heritage in the community.

That $10,000 be allocated from the Council Contingency Fund to cover the cost of the appreciation barbecue scheduled for September 5th, 2002; a committee recognition event; and, the cost of developing the aerial photographs of the event.

7.

Bill 16, Community Care Facility Act
(Report:  August 16/02, File No.:  4057-03) (REDMS No. 834080)

It was moved and seconded

 

 

That:

 

 

(1 )

the Minister of Health Services be requested to re-instate the requirement that drug and alcohol supportive recovery residences (group homes) comply with licensing requirements under Bill 16: Community Care Facility Act;

 

 

(2 )

the Ministry of Health Services be requested not to remove other types of community care residential facilities from complying with the Community Care Facility Act;

 

 

(3 )

Council concur with the Union of B.C. Municipalities recommendation to the Ministry of Health Services to establish a graduated community care license for supportive care facilities (including addiction recovery homes and assisted living facilities) rather than completely de-licensing them as the Bill proposes, and advise the Minister accordingly; and

 

 

(4 )

That when forwarding the recommendations to the Minister, that staff provide the medical and neighbourhood planning reasons for the suggested changes to the Community Care Act.

That the application by the Best Western Richmond Inn & Convention Centre for a permanent change to a Class B Liquor Licence to allow for entertainment be supported, and that the Liquor Control and Licencing Branch be advised:

that the RCMP does not object.

COMMITTEE RECOMMENDATION

 

 

(1 )

That Bylaw No. 7408, which amends Schedule 2.4 of Official Community Plan Bylaw No. 7100, by amending the Steveston Area Land Use Plan to redesignate 12380, 12420 and 12440 Trites Road from Industrial to Single Family, and 12511 No. 2 Road from Industrial to Multiple Family, be introduced and given first reading.

 

 

(2 )

That Bylaw No. 7408, having been considered in conjunction with:

 

 

 

(i)

the City's Financial Plan and Capital Program;

 

 

 

(ii)

the Greater Vancouver Regional District Solid Waste and Liquid Waste Management Plans;

 

 

 

is hereby deemed to be consistent with said program and plans, in accordance with Section 882(3)(a) of the Local Government Act.
