Speak at Council Meetings
Council Meetings
Council meetings are held at 7:00pm on the 2nd and 4th Mondays of each month in Council Chambers at City Hall. Meeting cancellations are posted in the Meetings Schedule. Members of the public wishing to attend Council meetings may view a copy of the Council Agenda online or obtain a copy from the Information Centre at City Hall.
To find out if the agenda is available, contact the City Clerk's Office at 604-276-4007 on the Monday afternoon preceding the Council meeting or see Council Agendas and Minutes.

To Speak at a Council Meeting
At a Regular Council meeting
A person or organization wishing to be heard on an item which is on the agenda of a Regular Council meeting may be heard at or near the beginning of such meeting. Written notification from the person or organization is not required in this instance.
A person or organization wishing to appear at a Regular Council meeting as a delegation on an item which is not on the agenda must provide the following:
- written notification of this intent;
- a summary of the item which is the subject of the delegation; and
- the specific action which is being sought by the delegation.
This notification must be submitted to the City Clerk's Office by the Wednesday prior to the issuance of the relevant agenda. Notification can be submitted by email to cityclerk@richmond.ca, or in-person at City Hall, labelled Attn: City Clerk's Office.
It should be noted that delegations may not be heard at Regular or Special Council meetings on the following:
- Official Community Plan Amendment Bylaws or Zoning Amendment Bylaws which have received first reading and which have not yet been adopted or defeated;
- Development Permit or Development Variance Permit Application;
- Matters on which the City has commenced prosecution, and on which judgement has not been rendered; and
- The promotion of commercial products or services
At a Standing Committee meeting
A person or organization wishing to appear as a delegation to a Standing Committee must follow the same procedures as those wishing to appear as a delegation at a Regular Council meeting, i.e., a person or organization wishing to appear at a Standing Committee meeting as a delegation on an item which is not on the agenda, may be heard at or near the beginning of the agenda of such meeting, provided that the following are provided:
- written notification of this intent;
- a summary of the item which is the subject of the delegation; and
- the specific action which is being sought by the delegation.
This notification must be submitted to the City Clerk's Office by 5:00 p.m. on the Wednesday prior to the issuance of the relevant agenda. Notification can be submitted by email to cityclerk@richmond.ca, or in-person at City Hall, labelled Attn: City Clerk's Office.
As in Regular Council meetings, delegations to Standing Committees may not be heard on the following:
- Official Community Amendment Bylaws or Zoning Amendment Bylaws which have received first reading and which have not yet been adopted or defeated;
- Development Permit or Development Variance Permit Applications;
- Matters on which the City has commenced prosecution, and on which judgement has not been rendered; and

Telephone and Zoom Participation
The City offers members of the public the option to participate remotely via telephone or Zoom at meetings of Council, including Standing Committees, Special Council and Public Hearings.If you are interested in delegating remotely on an agenda item of an upcoming Council Meeting, Standing Committee, Special Council Meeting and/or a Public Hearing, in order to speak via telephone or Zoom, you will be required to follow the steps below:
Before the Meeting
- You must register with the City Clerk’s Office
- You are encouraged to register as early as possible in advance of a meeting. Registration will close on the day of the meeting, at 1:00pm.
- Contact the City Clerk’s Office at 604-276-4007 or email at CityClerk@richmond.ca
- At time of registration, you will need to provide your name, phone number, email address, and the item number(s) you wish to delegate on.
- Once registered, you will be sent an email confirming your registration and instructions for delegating at the upcoming meeting.
On the Day of the Meeting
- City staff will request that you connect to the meeting 30 minutes prior to the start time, in order to test audio/visual settings.
After testing, you may be placed in a virtual waiting room until your agenda item is considered. - During your agenda item, you will have:
- Five minutes to delegate on an agenda item of a Council, Special Council and Standing Committee meeting.
- 10 minutes to delegate on a Public Hearing item.
- Once you have finished speaking, you must disconnect (hang-up the phone or disconnect Zoom) from the meeting, in order to allow the next speaker to join.
Alternative Ways to Participate
An alternative to participating in-person, via telephone or zoom, is to submit comments on agenda items by email at CityClerk@richmond.ca or by mail to Mayor and Councillors, City of Richmond, 6911 No. 3 Road, Richmond, BC, V6Y 2C1

Delegations to Council on Non-Agenda Items
A person or organization wishing to address council as a delegation on an item which is not on the agenda of a Regular Council Meeting may be heard at that meeting by council sitting as committee of the whole under "Public Delegations on Non-Agenda Items", provided a written request which includes a summary of the item which is the subject of the delegation and of the specific action which is being sought by the delegation is submitted to the City Clerk in accordance with the requirements for reports specified in section 3.2.
3.2 Submission of Reports for Council and Committee Agendas
3.2.1 All reports, including those submitted by a member, for the agenda of:
(a) a Regular Council Meeting;
(b) a Regular Council Meeting for Public Hearings;
(c) a Regular (Closed) Council Meeting; or
(d) a Standing Committee or Select Committee meeting,
must be provided to the City Clerk by 5:00 p.m. on the Wednesday prior to the issuance of the relevant agenda, except when a holiday falls on the Friday immediately before the issuance of the relevant agenda, in which case such reports must be provided by 5:00 p.m. on the Tuesday prior to the issuance of the relevant agenda.
