Item No. 13A – Richmond Response: Proposed Metro Vancouver Regional Growth Strategy Type 3 Amendment – Minor B for Port Moody

 

 

Michael Wolfe, 9731 Odlin Road, queried the recommendation forwarded from the Special Open General Purposes Committee meeting held on Monday, May 27, 2013 as it relates to the need for Metro Vancouver to hold a Public Hearing.

 

 

Mayor Brodie provided clarification of Metro Vancouver’s process and the City’s position on the Proposed Metro Vancouver Regional Growth Strategy Type 3 Amendment – Minor B for Port Moody.

 

 

Item No. 13 – Servicing Agreement with Ecowaste Industries Ltd.

 

 

Mr. Wolfe spoke in opposition to the proposed Servicing Agreement with Ecowaste Industries Ltd.  He was of the opinion that the proposed filling and preload works on Blundell Road would negatively impact Agricultural Land Reserve (ALR) land and agricultural activities, citing concerns related to hydrology and drainage.  He commented that the proposed Agreement should not proceed until the City has conducted an independent agricultural soil quality study to determine the impacts the proposed Agreement would have on adjacent lands.

 

 

Item No. 14 – Non-Farm Use Fill Application by Sunshine Cranberry Farm Ltd No. BC 735293 for Property Located at 12871 Steveston Highway

 

 

With the aid of a map, Mr. Wolfe spoke against the Non-Farm Use Fill Application by Sunshine Cranberry Farm Ltd., stating that the subject site is in an Environmentally Sensitive Area, with an Old Fields and Shrublands designation.  Mr. Wolfe was pleased that the applicant has agreed to postpone any vegetation clearing until the end of bird nesting season, and wished to see the subject site improved for other agricultural uses.

 

 

Item No. 14 – Non-Farm Use Fill Application by Sunshine Cranberry Farm Ltd No. BC 735293 for Property Located at 12871 Steveston Highway

 

 

Bill Zylmans, 17771 Westminster Highway, provided background information and commented on agricultural challenges related to water control on the subject site.  Mr. Zylmans stated that as a long-standing farmer in Richmond, he has never seen the subject site farmed, and as such, supports the proposed application as the land would become more productive as a result.

That tender T.4747, for a Fire Pump Apparatus and a 105’  Ladder Apparatus, be awarded to Wholesale Fire & Rescue Ltd., at a total cost of $1,874,451, plus applicable taxes; and

 

 

(2)

That the Chief Administrative Officer and General Manager, Law and Community Safety be authorized to execute the contract with Wholesale Fire & Rescue Ltd. (WFR) for the purchase of two (2) fire apparatus.

That the Chief Administrative Officer and the General Manager, Engineering and Public Works be authorized to negotiate and execute license agreements with Vancouver Fraser Port Authority (Port Metro Vancouver), or other applicable agencies having jurisdiction over Crown land beyond City dikes,  for the construction and operation of No.1 Road North Drainage Pump Station and future City pump stations.

That the Chief Administrative Officer and the General Manager, Engineering & Public Works be authorized to finalize and execute, on behalf of the City, a Servicing Agreement between the City and Ecowaste Industries Ltd., for fill and preload within Blundell Road from Savage Road to No 7. Road, containing the material terms and conditions set out in the staff report dated April 30, 2013 titled Servicing Agreement with Ecowaste Industries Ltd. from the Director, Engineering.

Richmond Response: Proposed Metro Vancouver Regional Growth Strategy Type 3 Amendment – Minor B for Port Moody

That as per the report from the General Manager, Planning and Development, dated May 24, 2013, titled Richmond Response: Proposed Metro Vancouver Regional Growth Strategy Type 3 Amendment – Minor B for Port Moody, Council:

 

 

(1)

advise Metro Vancouver that the City of Richmond is opposed to the proposed RGS Amendment Special Study Area designation for all the affected sites, as it would lower the RGS amendment requirement from Type 2 (i.e., a 2/3 MV Board vote and a Public Hearing, to a Type 3 (i.e., a MV Board 50% + 1 weighted vote) for the RGS Rural, and Conservation and Recreation areas;

 

 

(2)

advise Metro Vancouver that the City of Richmond supports an RGS Amendment Special Study Area designation to the RGS Industrial and General Urban designations, as the RGS amendment requirements do not change, but confirms that the City of Richmond has significant concerns regarding the regional effects of potential changes;

 

 

(3)

direct staff to advise on the effect on Richmond and the region should the land use in this area in Port Moody be changed; and

 

 

(4)

send a copy of the letter to the City of Port Moody and all Metro Vancouver member municipalities.

(1)

That Council endorse the non-farm use application submitted by Sunshine Cranberry Farm Ltd to fill the property located at 12871 Steveston Highway to an agricultural standard suitable for the purpose of blueberry farming;

 

 

(2)

That the endorsed application be forwarded to the Agricultural Land Commission (ALC) for consideration with the recommendation that the ALC incorporate as a condition of permit:

 

 

 

(a)

The requirement for a performance bond, in a form and amount deemed acceptable to the ALC as a mitigation measure until the satisfactory completion of the proposed project;

 

 

 

(b)

The requirement for quarterly inspections and monitoring and reporting by a professional agrologist as well as the submission of quarterly reports to the ALC with a copy to the City; and

 

 

 

(c)

That the multi-purpose soils placed on the property must be capable of supporting a wide range of agricultural crops.
