Lesley Douglas, Manager, Environmental Sustainability, presented to City Council the Silver Award for Excellence in Policy Planning; awarded by the Planning Institute of British Columbia at the 2016 Annual Conference.

 

 

Mayor Malcolm D. Brodie accepted the award on behalf of the City of Richmond.  The award recognizes initiatives and solutions that enhance social, economic and environmental well-being of communities.

Item No. 21 – Application by Sandhill Developments Ltd. for Rezoning at 5660, 5680 and 5700 Williams Road from Single Detached (RS1/E) to Two-Unit Dwelling (ZD5) – Steveston/Williams

 

 

Dan Rusen, 10079 Lawson Drive, spoke in opposition to the application by explaining that high density locations create congestion and upset neighbourhoods.  Mr. Rusen stated that he has been a Richmond resident for 14 years and has noticed an increasing number of condominiums and duplexes being built in the area over the past 7 years.     

 

 

Further to his comments, Mr. Rusen disagreed with the description of the developments being labeled as “affordable housing” and felt that five hundred thousand dollars for a home is a large amount of money which could easily cause first time homebuyers problems should the interest rate increase.  Mr. Rusen suggested that densification of homes in an area and other aspects of development, such as increased parking demand, should be reconsidered by the developers.

Steveston Pool repair proposal

Martin Younis, Senior Project Manager, confirmed that the fibreglass failure was only noticed this year while maintenance was being performed.  He also noted that estimated time for the project is 8-10 weeks and that more information will be available after the repair work has begun.

Deirdre Whalen, 13631 Blundell Rd, and Trish Garner, Community Organizer, BC Poverty Reduction Coalition, representing the Richmond Poverty Response Committee, requested that Richmond City Council endorse the Coalition’s open letter on poverty reduction and approve and forward a resolution to UBCM.  Ms. Whalen read from a written statement (attached to and forming part of these minutes as Schedule 1).



 

In reply to questions, Ms. Garner, noted that the intention with respect to the endorsement of the plan was to gain attention from the media.  She also confirmed that Rossland, Terrace and Prince George have sent the requested resolution to UBCM.

Whereas:



 

 

(1)

The poverty rate in British Columbia continues to be among the highest in Canada at approximately 1 in 10 using the most conservative estimate (low Income Cut-Off – After Tax), and child poverty rates in BC are still 1 in 5;

 

 

(2)

Many impacts of poverty are experience at the local level, and local residents pay for poverty in increased health care costs, higher crime, higher demand for community, social and charitable services, lack of school readiness, reduced school success, and lower economic productivity;

 

 

(3)

78% of British Columbians want the provincial government to implement a poverty reduction plan;

 

 

(4)

BC is the last province in Canada to have a commitment to a poverty reduction plan.

 

 

Therefore be it resolved:

 

 

(1)

That the City of Richmond advocate to the Provincial government to develop and implement a provincial poverty reduction strategy to reduce the number of people living in poverty in BC by setting concrete targets and timelines to reduce poverty.

 

 

(2)

That the City of Richmond urge the Government of BC to adopt a comprehensive and accountable provincial poverty reduction strategy to reduce the number of people living in poverty in BC by setting concrete targets and timelines to reduce poverty; and

 

 

(3)

That these resolutions be forwarded to the Union of BC Municipalities (UBCM).

Nancy Trant, 201-10100 No. 3 Road, remarked that elected officials are not doing enough to curb climate change.  She noted that more efforts could be made to encourage people to use public transportation such as increasing the amount of covered bus shelters so that people would not have to wait in the sun or the rain for transportation.  Ms. Trant encouraged Richmond residents to give up luxuries like driving cars in order to curb CO2 emissions.

 

Ms. Trant also commented that illegal dumping on farmland was of concern and suggested that a bylaw be passed to have developers build around trees instead of having them cut down for new development.  Ms. Trant was thanked for bringing forward her concerns and in response to questions, it was suggested to Ms. Trant that it would also be appropriate for her to approach the local MLAs and MPs about her concerns as many of the points pertained to federal and provincial matters.
