That the transfer of ownership of public art by Am-Pri Developments (2012) Ltd. to the City of Richmond, as presented in the report from the Director, Arts, Culture and Heritage Services, titled “Am-Pri Developments (2012) Ltd. Transfer of Ownership of Public Art,” dated March 29, 2016, be approved.

That the Richmond Public Art Advisory Committee 2016 Work Plan, as presented in the report titled, “Richmond Public Art Program 2015 Annual Report and Public Art Advisory Committee 2016 Work Plan,” from the Director, Arts, Culture and Heritage Services, dated April 7, 2016, be approved; and

 

 

(2)

That staff review the City’s Public Art Policy regarding developer voluntary public art contributions and the City’s approval process for developer voluntary public art contributions on private property and report back.

RECREATION FEE SUBSIDY PROGRAM REVIEW

That the proposed Guiding Principles for the Recreation Fee Subsidy Program as described in the staff report titled, “Recreation Fee Subsidy Program Review,” dated April 4, 2016 from the General Manager, Community Services be approved;

 

 

(2)

That staff be authorized to consult with the City’s Community Partners on the findings and proposed options developed from the Recreation Fee Subsidy Program Review; and

 

 

(3)

That, following consultation with Community Partners, a Draft Recreation Fee Subsidy Program Update including a proposed funding strategy be brought back to Council for consideration.

Vancouver Airport Fuel Delivery Project Environmental Assessment Certificate Amendment

PART 1





 

 

That the comments regarding the Vancouver Airport Fuel Facility Corporation's application for amendment to the approved Vancouver Airport Fuel Delivery project's Environmental Assessment Certificate, identified in the staff report titled "Vancouver Airport Fuel Delivery Project Environmental Assessment Certificate Amendment" dated April 26, 2016 from the Director, Engineering, be endorsed for submission to the BC Environmental Assessment Office, with the addition of the following comment as part 5:





 

 

“(5)

Request that the Federal and Provincial governments change the process to include more than one option during the environmental assessment process.”

That staff investigate and report back on the options on issuing building permits and ESA (Environmentally Sensitive Area) development permits.





 

 

PART 3





 

 

Whereas the Vancouver Airport Fuel Facilities Corporation’s proposed amendments for the Vancouver Airport Fuel Delivery project make the project materially different from that identified in the Environmental Assessment Certificate:





 

 

(1)

That the BC Environmental Assessment Office require that the Vancouver Airport Fuel Delivery project undergo a new Environmental Assessment review including a full public consultation process inclusive of alternatives;





 

 

(2)

That the Federal Canadian Environmental Assessment Office require that the Vancouver Airport Fuel Delivery project undergo a new Environmental Assessment review including a full public consultation process and review of alternatives; and





 

 

(3)

That the Prime Minister, Federal Minister of Environment, Premier of British Columbia, Provincial Minister of Environment, Leaders of the Federal and Provincial Opposition and Richmond’s MPs and MLAs be advised of the City’s comments and resolutions on this matter.



 

 

The question on Resolution No. R16/9-5 was not called as comments were made regarding (i) the size of the pipes and their potential to affect the magnitude of the ships entering the Fraser River, (ii) the environmental impacts of the project, (iii) the safety of residents of Richmond with respect to the project, and (iv) the distribution of the jet fuel and the potential sale of fuel beyond Vancouver International Airport (YVR). 

 

 

The question on Resolution No. R16/9-5 was then called and it was CARRIED with Cllr. Loo opposed.
