PRESENTATION |
|
|
Bryan Tasaka, Manager, Major Events and Film, announced that the Richmond World Festival was the winner of the 2016 Canadian Event Industry Award, in the category of the Most Outstanding Event Over $200,000. |
|
|
Mr. Tasaka noted that the award recognizes the best achievement for event design, technology, marketing and production - as judged by a panel of industry experts. The event attracted over 25,000 people and featured five performance stages, over fifty performances, approximately forty food trucks and numerous community sponsorships. |
|
|
The organization of the event was guided by a Community Advisory Committee, which included representatives from the: City Centre Community Association, Richmond Centre for Disability, Richmond Sister City Advisory Committee, Richmond Multicultural Community Services and the Richmond School District. |
|
|
Two members of the Community Advisory Committee – Ella Huang and Angelica Poversky – along with Bryan Tasaka presented the award to the Mayor, who accepted it on the City’s behalf. |

Item No. 13 – Memorial Street Name Signs in Richmond |
|
|
Barbara Williams, President of the Friends of Richmond Archives, spoke in favour of the item and thanked the Mayor and Councillors for their support on the memorial street signs initiative. She noted that last year, on Remembrance Day, the Friends of the Archives created a display which identified on a map all the streets that were named for Richmond veterans who lost their lives in service for Canada. |
|
|
Ms. Williams noted that many residents were unaware as to why their street name was chosen. Council’s action to put a poppy on each street sign to recognize these individuals would help all residents to know the significance of their street name and would also build upon the work of Mary Keen, writer of the book We Will Remember Them: The lives behind the Richmond Cenotaph. |

That the Community Celebration Grant Program and the criteria, as outlined in the staff report titled “Canada 150 Community Celebration Grant Program” dated March 31, 2016 from the Director, Arts, Culture and Heritage Services be approved; and |

(2) |
That $150,000 from the Council Community Initiatives Fund be allocated to fund this program. |

That a proposed program to install memorial street name signs, as described in Option 2 in the staff report titled “Memorial Street Name Signs in Richmond” dated March 24, 2016 from the Director, Transportation, be implemented immediately with funding from the 2016 Council Contingency Fund; and |
|
|
(2) |
That staff, with assistance from the Friends of the Richmond Archives, compile a list of all the names of the streets in Richmond that were named after pioneers and then find a way to honor these individuals; and |
|
|
(3) |
That staff explore ideas on how to appropriately document and publicize the background information relating to the names on the memorial street signs. |

(I-Fortune) to construct a sanitary sewer and temporary sanitary pump station within Anderson Road, based on the material terms and conditions set out in the staff report titled “Proposed Servicing Agreement with I-Fortune” dated April 4, 2016 from the Director, Engineering. |

Vince Miele, Chairperson of Richmond Centre for Disability (RCD) Board of Directors and Rob Sleath, Chair of Access for Sight-Impaired Consumers and RCD Member, requested that the City of Richmond support the Barrier Free BC, “just say yes” campaign. This campaign encourages the Province of British Columbia to commit to the enactment of legislation which will serve to remove and prevent any barriers for people with disabilities. |
|||
|
Mr. Sleath mentioned that there are numerous accessibility barriers that people with disabilities face on a day to day basis, which the government could regulate; these include: public transit, education, health care, the workplace and other important areas. The Provinces of Ontario, Manitoba and Nova Scotia all have disability legislation either in process or enacted. |
|||
|
A strong and effective “British Columbians with Disabilities Act,” as indicated by Mr. Sleath, would be beneficial to everyone, as no individual is guaranteed the comfort of never having a disability in their lifetime. Enforcement is essential in guaranteeing that all individuals with a disability are able to access all services in their community. |
