39 Service Battalion Coin



 

 

Lieutenant-Colonel Robert Alolega, Major Ron Mathews, and Honorary Colonel Howe Lee of the 39 Service Battalion of the 39 Canadian Brigade Group of the Canadian Armed Forces presented the 39 Service Battalion Coin to Richmond City Council.  The Coin commemorates the Freedom of the City award granted by the City in April 2014.

Climate & Energy Action Award



 

 

Alen Postolka, Manager, District Energy, provided background information on the Community Energy Association and introduced Patricia Bell, Head of Planning and Director of Education, Community Energy Association, to present the Climate & Energy Action Award.



 

 

Ms. Bell congratulated City Council and staff on achieving the Climate & Energy Action Award in the ‘Community Planning and Development’ category for the Alexandra District Energy Utility, a highly successful City-owned renewable energy utility with significant expansion opportunities.  She noted that, as a recipient of a Climate & Energy Action Award, the City has received complimentary membership to the Community Energy Association for one year.  Ms. Bell then presented the Climate and Energy Action Award to Mayor Brodie.

Item No. 18 – Canada Health Accord



 

 

Mohinder Grewal, 8631 Boyd Court, member of the Richmond Seniors Advisory Committee (RSAC), spoke of the proposed RSAC resolution, noting that it removed the six per cent escalator clause from the original Council of Senior Citizens’ Organizations of BC resolution, as there was consensus that the escalator may not cover increasing health care costs.  Mr. Grewal requested that (i) Council consider forwarding the letter to all Members of Parliament, all Members of the Legislative Assembly, and to the Union of BC Municipalities, and (ii) Council continue to urge the federal government to establish a new Health Accord.



 

 

Item No. 9 – Richmond Blue Dots’ Initiative to Pursue a Municipal Declaration that Recognizes Residents’ Rights to Access Fresh Air, Clean Water, and Healthy Foods



 

 

Sophika Kostyniuk, National Organizing Manager, David Suzuki Foundation, accompanied by members of the Richmond Blue Dots’ volunteer network, spoke to the importance of the City taking centre stage on environmental rights by adopting the proposed declaration that recognizes residents’ rights to access fresh air, clean water, and healthy foods.



 

 

Three youth leaders of the Richmond Blue Dots’ spoke to the need for (i) stronger environmental protection to ensure a healthy and sustainable environment for future generations, and (ii) sustainable business practices through innovation and improvements in current technologies to promote the three Rs; reduce, recycle, and reuse.



 

 

Item No. 9 – Richmond Blue Dots’ Initiative to Pursue a Municipal Declaration that Recognizes Residents’ Rights to Access Fresh Air, Clean Water, and Healthy Foods



 

 

Carol Day, accompanied by Sandra Berg, spoke in support of the Richmond Blue Dots’ initiative and read from a written submission (attached to and forming part of these minutes as Schedule 1).



 

 

Item No. 9 – Richmond Blue Dots’ Initiative to Pursue a Municipal Declaration that Recognizes Residents’ Rights to Access Fresh Air, Clean Water, and Healthy Foods



 

 

Jim Wright, 8300 Osgoode Drive, spoke in favour of the proposed declaration on behalf of the Garden City Conservation Society and read from a written submission (attached to and forming part of these minutes as Schedule 2).



 

 

Item No. 9 – Richmond Blue Dots’ Initiative to Pursue a Municipal Declaration that Recognizes Residents’ Rights to Access Fresh Air, Clean Water, and Healthy Foods



 

 

Michael Wolfe, 9731 Odlin Road, supported the Richmond Blue Dots’ initiative and requested that Council review the objectives, targets, timelines and actions more frequently than every five years.



 

 

Item No. 18 – Canada Health Accord



 

 

Mr. Wolfe requested that Council consider having the proposed resolution reviewed by a youth group as health care affects every generation.  Mr. Wolfe commented that all levels of government have a role in health care funding and urged Council to invest in health services.  Also, Mr. Wolfe spoke of the late Norman Wrigglesworths’ legacy with regard to air for all.

That the Declaration ‘The Right To A Healthy Environment’ be adopted.



 

 

The question on Resolution R14/16-6 was not called, as discussion ensued regarding (i) the merits of the declaration, (ii) the City’s leadership in environmental protection and sustainable initiatives and practices, and (iii) referring the proposed declaration to the Advisory Committee on the Environment to develop a means of evaluation.



 

 

Council expressed appreciation for the comments of the students and urged the organizers to advocate the provincial and federal governments for their support.



 

 

The question on Resolution R14/16-6 was then called and it was CARRIED.

That the Declaration ‘The Right To A Healthy Environment’ be referred to the Advisory Committee on the Environment for comments and to develop a means of evaluation.

CONSENT AGENDA



 

 

Mayor Brodie noted that, prior to Council’s consideration of the Consent Agenda, the following amendments be implemented:



 

(1)

the staff report titled ‘Richmond Sports Wall of Fame’ be re-named to ‘Richmond Sports Wall of Honour’ and that an “Officials” category be added to the proposed policy as outlined in the staff memorandum dated October 9, 2014 (copy on file, City Clerk’s Office); and



 

(2)

Attachment 1 of the staff report titled ‘Implementation of the Richmond Social Development Strategy’ be revised to include Section 23.3 “Collaborating with the business sector and other partners to ensure racist graffiti is removed in a timely manner both from City and non-City properties in Richmond and that any wording on business signage and/or City documentation prominently includes the English language.”
