Dana Westermark, representing the Urban Development Institute, commented on several recent instances where an application has been presented to Planning Committee only to be revised at or following Committee to include built affordable housing or market rental housing.

 

 

Mr. Westermark stated that although the Urban Development Institute supports built affordable housing or market rental housing as part of developments, a policy that establishes requirements earlier in the process would provide clear guidance to the development community.

 

 

Item No. 16 – Richmond Heritage Update 2016

 

 

Kelly Greene, New Democratic Party Candidate, spoke in favour of the 2016 Richmond Heritage activities and expressed her appreciation to Council for heritage programs.

That the staff report titled, “West Cambie Neighbourhood Park Integrated Landscape Public Art Project Call to Artists,” dated March 14, 2017, from the Director of Arts, Culture and Heritage Services and the Senior Manager of Parks, be approved to issue the Artist Call for an artist to work with the Landscape Team for the West Cambie Neighbourhood Park Integrated Landscape Public Art Project; and

That the General Manager, Community Services, be authorized to enter into a design services contract with the selected artist as part of the West Cambie Neighbourhood Park planning process.

Application by OMB Architects for a Temporary Commercial Use Permit at 13340 Smallwood Place

(1)

That Part (4) of the Temporary Commercial Use Permit, which requires the applicant to provide a cash-in-lieu contribution of $1,950 towards the planting of three trees, be removed; and

That the application by OMB Architects for a Temporary Commercial Use Permit at 13340 Smallwood Place be considered at the Public Hearing to be held May 15, 2017 at 7:00 p.m. in the Council Chambers of Richmond City Hall; and that the following recommendation be forwarded to that meeting for consideration:

That a Temporary Commercial Use Permit be issued to the Richmond Animal Protection Society (RAPS) for the property at 13340 Smallwood Place to allow Veterinary Service as a permitted use.

That the application by Fairchild Developments Ltd. for an extension to Temporary Use Permit TU 14-653009 for the properties at 8320 Cambie Road and 8431 Brownwood Road be considered at the Public Hearing to be held May 15, 2017 at 7:00 p.m. in the Council Chambers of Richmond City Hall, and that the following recommendation be forwarded to that meeting for consideration:

That a Temporary Use Permit be reissued to Fairchild Developments Ltd. as a renewal of TU 14-653009 to allow a temporary surface parking lot at 8320 Cambie Road and 8431 Brownwood Road for a period of three years.

The question on R17/7-6 was not called as an amendment was introduced to change the wording of the recommendation to reflect the alternate bylaw presented in the staff memorandum, as follows:

The question on R17/7-6, as amended by R17/7-7, was then called and it was CARRIED with Cllr. Loo opposed.

 

 

Discussion took place on the potential for a policy regarding the inclusion of secondary suites and market rentals in townhouse projects.  As a result, the following referral was introduced:

Request to Seek Injunctive Relief for 8050 Anderson Road
(File Ref. No.: 12-8275-40-001) (REDMS No. 5353898 v. 2)

It was moved and seconded

 

 

That Council authorize the City Solicitor, in his discretion, to commence a legal action or proceeding and to seek injunctive and other relief against Weemedical Dispensary Society and Live Holdings of Canada Inc., in order to render the property located at 8050 Anderson Road compliant with City bylaws, including by terminating operation of the Weemedical Dispensary Society, doing business as Weemedical Wellness Centre.

Discussion took place on fines levied against businesses in contravention of the City’s bylaws and whether increased fines would be appropriate in specific instances, such as the situation with Weemedical Wellness Centre.  As a result of the discussion, the following referral was introduced:

Richmond School Board’sCampaign on Public Education

 

 

 

School Trustee Debbie Tablotney, Chairperson, Richmond Board of Education, accompanied by School Trustee Donna Sargent, spoke on the Board’s campaign on Public Education for the provincial election.

 

 

 

Trustee Tablotney advised that the School Board is asking community members to discuss public education with their local candidates and share their reasons why public education is important to them.

 

 

 

Trustee Sargent provided background information regarding the campaign, and highlighted its slogan – “Public Education is the Key.”  She then encouraged Richmond City Council to utilize their social media platforms to draw attention to the campaign and its importance throughout the provincial election.

 

 

 

In reply to queries from Council, Trustee Tablotney stated that the budget deficit, seismic upgrades, and school management personnel salaries, to name a few, are areas of concern for the Richmond Board of Education.

Adult Basic Education

 

 

 

With the aid of a PowerPoint presentation, Simka Marshal, BC Federation of Students Chairperson, joined by Zahra Hashemi, Affairs Coordinator, Students' Union of Vancouver Community College, spoke on the BC Federation of Students’ campaign to save Adult Basic Education (ABE).

 

 

 

Ms. Hashemi commented on the demographics of those utilizing adult education, noting that most of the students are from marginalized groups.

 

 

 

Ms. Marshal stated that the provincial government cut $6.9 million from ABE, and that post-secondary institutions may charge tuition fees on previously cost-free ABE courses.  As a result, registration for ABE courses has dropped significantly.

 

 

 

Ms. Marshal then highlighted the Federation’s campaign – “Don’t Close the Doors” and requested that Council endorse the campaign and support it by writing a letter to the Ministry of Education urging the Ministry to keep ABE courses free.

 

 

 

Discussion took place and it was noted that Council recently sent a letter to the provincial government regarding this matter. The Mayor directed the Corporate Officer to provide the delegation with a copy of Council’s resolution on the matter, the letter sent to the Premier and an electronic copy of the City’s logo.

 

 

 

In reply to a query from Council, Ms. Marshal advised that she would forward an economic analysis on labour outlook to Council for their information.
