That a letter be sent to the Hon. Rich Coleman, Minister Responsible for Housing, and to the three local MLAs, requesting that the provincial standard universal housing bylaw be formulated and provided to the City as soon as possible.

PROPOSED IMPLEMENTATION STRATEGY FOR ENHANCED ACCESSIBLE INTERSECTIONS, SPECIAL CROSSWALKS AND PEDESTRIAN SIGNALS

(1)

That the establishment of an annual program for the installation of enhanced accessible pedestrian features at signalized intersections, special crosswalks and pedestrian signals (as described in the report dated June 8th, 2007, from the Director, Transportation), be endorsed subject to Council’s further consideration of the associated costs as part of the City’s capital and operating budget approval processes starting with the 2008 programs.

 

 

(2)

That staff examine the feasibility of establishing an annual program to install illuminated street name signs in place of existing ones at signalized intersections throughout the City and report back on the recommended implementation strategy and associated costs.

That the report (dated May 29th, 2007, from the General Manager, Law & Community Safety), regarding Lower Mainland District Integration Initiatives – Forensic Identification Services, Police Dog Services, Collision Reconstruction And Analysis Services, be referred to staff for further review to determine the economic benefit to the City in approving the proposed integration initiatives, and in particular, on:

 

 

(1)

what the benefit would be to the City of approving these integration initiatives;

 

 

(2)

the impact of this integration on the manpower at the Richmond Detachment;

 

 

(3)

whether the City could justify these expenditures, and if not, should the City proceed; and

 

 

(4)

the finances and the yearly incremental costs to the City.

Chris Phillips, of Phillips Farevaag Smallenberg Landscape Architects, accompanied by Yoost Bakker, a member of the architectural team, presented the Site Landscape And Integrated Public Art Concept proposed for the Richmond Oval.

Presentation by the Manager, Policy Planning, Terry Crowe and Consultant James Burton, Birmingham & Wood Architects, of the proposed Steveston Village Conservation Program and Strategy.  Mr. Graham Turnbull, Chair of the Heritage Commission also spoke briefly about the proposed strategy.

(1)

That the proposed draft recommendations for parking improvements in the Steveston Village area, (as described in the report dated June 29th, 2007, from the Director, Transportation), be endorsed, subject to Draft Recommendation No. 9 - Construct angle parking on the north side of Bayview Street when sufficient funds are available in the Steveston Off-Street Parking Reserve Fund, being referred to staff for further consideration in conjunction with discussions relating to the future of the Steveston Tram.

 

 

(2)

That staff carry out public consultation on the above draft recommendations and report back on the outcome, along with the implementation and funding strategy for the improvements.

 

 

(3)

That a letter be sent through the Mayor to the Board of the Steveston Harbour Authority, indicating City Council’s desire to utilize the Authority’s Chatham Street property as a parking lot.

 

 

 

Prior to the question on Resolution No. R07/14-8 being called, the Director, Transportation, Victor Wei, gave a PowerPoint presentation regarding the proposed parking improvements for Steveston Village.

 

 

The question on Resolution No. R07/14-8 was then called, and it was CARRIED.

No Development!, gave a PowerPoint presentation and addressed Council regarding the issue of removing the Garden City Lands from the Agricultural Land Reserve.  A copy of her submission is on file in the City Clerk’s Office, along with the 300 name petition signed by individuals who support keeping the Garden City Lands in the Agricultural Land Reserve.
