Mayor Brodie called the meeting to order at 7:00 p.m.

the minutes of the Regular Council Meeting held on Monday, October 25th, 2004 as amended on Page 4, Item No. 10 to reflect the name of “Economic Advisory Committee” instead of “Economic Advisory Task Force”; and

 

 

(2)

the minutes of the Special Council Meeting held on Monday, November 1st, 2004; and

 

 

be adopted as circulated, and that the GVRD “Board in Brief” dated October 1st, 2004, be received for information.

Delegations from the floor on Agenda items –

 

 

Item No. 8 – Expo 2005 - Sister City

 

 

Ms. Sylvia Gwozd, Chair, Sister City Committee, accompanied by Ms. Linda McPhail, Chair of the Richmond School Board, provided an update on: additional participants in the contingent; sponsorship; and the hosting of “Richmond Day” at Aiichi, Japan.

 

 

(Councillor Kumagai returned to the meeting during the above presentation – 7:35 p.m.)

 

 

School Trustee Linda McPhail spoke further on the visit of thirty Richmond students and five or six teachers to “Richmond Day” as part of their exchange trip to Japan.

 

 

Ms. Gwozd, in concluding the presentation, invited any members of the public who might be interested in participating in the trip to contact the Sister City Committee.

 

 

Item No. 15 – OCP Aircraft Noise-Sensitive Development Policy

 

 

Ms. Anne Murray, Vice President, Community & Environmental Affairs, Vancouver International Airport, spoke about the City’s proposed policy.  A copy of her statement is on file in the City Clerk’s Office.

 

 

Item No. 14 – Request for Endorsement: Fremp Estuary Management Plan (A Living Working River: The Estuary Management Plan For The Fraser River, Updated 2003)

 

 

Mr. Gordon Kibble, 11711 Seventh Avenue, questioned whether the management plan would include repairs to the shear boom located at the east end of Steveston Island, which prevented debris from the Fraser River entering Steveston Harbour.

That the sale of surplus land remaining from 6388 Katsura Street after the easterly alignment of Cook Road from Garden City Road to Katsura Road, to the owners of the adjacent property, be approved at the appraised unit value of $50.00 per square foot, as required under RZ 04-267632, and that staff take the necessary steps to complete the sale.

EXPO 2005 – SISTER CITY

That the report (dated October 26th, 2004, from the Manager, Customer Services), regarding the proposed Sister City delegation to Wakayama and to Expo 2005, be received for information.

 

 

(2)

That approval be given for the trip to Aiichi and Wakayama, Japan, on the basis of:

 

 

 

(a)

the contents of the staff report, and

 

 

 

(b)

the notes (attached to the memorandum dated November 8th, 2004, from the Manager, Customer Service, on this matter), which are attached as Schedule A and form part of these minutes; and

 

 

 

a budget not to exceed $40,000.

PUBLIC PROCESS FOR OLYMPIC SPEED SKATING OVAL

That the Richmond 2010 Olympic Oval Project Steering Committee be established (as per the Terms of Reference as amended by Committee).

That the Richmond 2010 Olympic Oval Project Building Committee be established (as per the Terms of Reference as amended by the Committee).

 

 

 

(3)

That the Richmond 2010 Olympic Oval Project Stakeholder/User Committee be established (as per the Terms of Reference as amended by Committee).

 

 

 

(4)

That staff begin a recruitment process immediately for the Richmond 2010 Olympic Oval Project Steering Committee, the Richmond 2010 Olympic Oval Project Building Committee, and the Richmond 2010 Olympic Oval Project Stakeholder/User Committee, and submit names of appropriate candidates to Council at the earliest possible time.

That Council designate two Council members to liaise with each of the following committees: the Richmond 2010 Olympic Oval Project Steering Committee, the Richmond 2010 Olympic Oval Project Building Committee, and the Richmond 2010 Olympic Oval Project Stakeholder/User Committee.

That Mayor Malcolm D. Brodie be an ex officio member of the Richmond 2010 Olympic Oval Project Steering Committee, the Richmond 2010 Olympic Oval Project Building Committee, and the Richmond 2010 Olympic Oval Project Stakeholder/User Committee.

That Bylaw No. 7794, having been considered in conjunction with:

 

 

 

(a)

the City’s Financial Plan and Capital Program; and·

 

 

 

(b)

the Greater Vancouver Regional District Solid Waste and Liquid Waste Management Plans,

 

 

 

is hereby deemed to be consistent with said program and plans, in accordance with Section 882(3)(a) of the Local Government Act.

 

 

(3)

That Bylaw No. 7794, in accordance with the City Policy on Consultation During OCP Development, be referred to the following agencies for comment to be received before November 22, 2004:

Vancouver International Airport Authority (VIAA),

In Schedule 1 of Official Community Plan Bylaw No. 7100, to redesignate 6451, 6951 and 7011 River Road from “Public and Open Space Use” and 6080 River Road from “ Business and Industry” to "Olympic Riverfront" in Attachment 1 (Generalized Land Use Map), and define this land use designation as “An area that provides for sport and recreation amenities and public open space in some combination with complementary commercial, business, industry, institutional, residential, tourist, entertainment, exhibition, education, health and wellness, culture, arts, and/or community uses”, and

 

 

 

(b)
