Council Meeting Minutes - May 8, 2000

That: the minutes of the Regular Council Meeting held on Tuesday, April 25^th, 2000 be adopted as circulated, and that the GVRD "Board in Brief" dated March 31^st, 2000, be received for information.

That Council resolve into Committee of the Whole to hear delegations on agenda items (7:02 p.m.).

That Committee rise and report (7:03 p.m.).

That the minutes of the Community Services Committee meeting held on Tuesday, April 26^th, 2000, be received for information.

That the Department of Parks, Recreation & Cultural Services Neighbourhood Development Initiative, be received for information.

That staff begin the public input process for the McLennan North Community Park project.

That the program and budget for the May 18^th to 21^st, 2000 visit by the Sister Cities at a cost of $9,000, be approved, and that the source of funds be the Council Contingency Account.

That the minutes of the Planning Committee meeting held on Tuesday, May 2^nd, 2000, be received for information.

That Bylaw No. 7087, for the rezoning of 13020 No. 2 Road from "Light Industrial District (I2)" to "Comprehensive Development District (CD/112)", be introduced and given first reading.

That the minutes of the Public Works & Transportation Committee meeting held on Wednesday, May 3^rd, 2000, be received for information.

That approval be given to Branch No. 5 of the Royal Canadian Legion to conduct a parade on Tuesday, June 6, 2000 as part of the New City Hall opening event.

That the cost for City services for this parade be charged to Special Events - Cenotaph Account No. 1501-40-000-CTAPH-0000-45931.

That the City enter into a contract with E. Mathers Bulldozing Co. Limited in accordance with Tender T. 1518 for the Ferndale Roadway and Utilities Construction Project, in the total tendered amount of $ 1,208,057.81 plus GST.

That the City enter into a contract with Hexcel Construction Limited in accordance with Tender T. 1519 for storm sewer construction on the south side of the 11000 Block of Granville Avenue, from Shell Road to No. 5 Road, in the total tendered amount of $ 326,371 plus GST.

That the Administration Board of the Greater Vancouver Sewerage and Drainage District be requested to extend the boundary of its Fraser Sewerage Area to include the lands owned or controlled by the EcoWaste Industries Ltd. (as shown in Attachment 1 to the report dated April 11^th, 2000, from the Director, Engineering).

That City forces construct:

The No. 8 Road Storm Sewer Ditch Infill - Capital Project Budget $329,000; and

The General Currie Road Improvements - Capital Project Budget $300,000.

That the Mayor and City Clerk be authorized to execute an agreement with Richmond Health Services for the provision of rodent and mosquito control services on City property (as outlined in Attachment 2 to the report dated April 6, 2000, from the Director, Engineering).

That the routing of the #480 Richmond-UBC bus service via Granville Street/41st Avenue in the City of Vancouver, be supported in principle as an introductory service; and that this service be monitored by TransLink and City staff over a one year period to determine the ridership response and operational performance characteristics.

That TransLink and City staff report to Council, through the Public Works & Transportation Committee, on the results of the monitoring of the #480 introductory bus service noted above, and that Council be advised of any required routing and service changes, based on public feedback and service performance.

That the report (dated April 26th, 2000, from Ken Dobell, Chief Executive Officer to the Greater Vancouver Transit Authority Board of Directors), regarding Planning for Richmond Rapid Transit, be received for information.

That the report (dated May 1^st, 2000, from the City Clerk), regarding a late campaign financing disclosure for the 1999 General Local and School Election, be received for information.

That the third reading of Bylaw 7129 be rescinded.

That Annual Property Tax Rates Bylaw 7129 be given third reading.

That Schedule A of Bylaw 7129 be deleted, and that the new Schedule A (attached to the report dated May 3^rd, 2000 from the Manager, Property Taxes), be substituted.

That Council resolve into Committee of the Whole to hear delegations on non-agenda items (7:48 p.m.).

That a resolution be sent to the Union of British Columbia Municipalities Conference in September, "That the Provincial Government enact regulations for video games which are similar to those currently in effect to rate movies", and that copies of Councils position be sent to:

Richmond's 2 MPs and 3 MLAs to advise that the City is concerned about this issue, and that they be asked if they can provide assistance in this matter;

the Film Board of Canada and to the film classification group which rates movies, to determine if the rating of video games would be within their jurisdiction;

the Office of the Attorney General;

Richmond's Senate member; and

the Greater Vancouver Regional District municipalities, for their information.

That Committee rise and report (8:18 p.m.).

That Council ratify the action of the Committee of the Whole in directing:

(6640 and 6660 Granville Avenue, RZ 98-146152); and

"2000-2004" - 5 Year Financial Plan Bylaw No. 7128.
