That the minutes of the meeting of the General Purposes Committee held on Monday, July 5, 2010 and the minutes of the meeting of the Special General Purposes Committee held on Monday, July 12, 2010, each be adopted as circulated. |

|
|
That an interest-free loan of $25,000 from the City’s Social Financial Hardship Assistance Fund to the Richmond Centre for Disability, with full repayment to be made to the City six months subsequent to the advance of the loan, be approved. |

That the staff report dated July 5, 2010 from the General Manager, Parks and Recreation and the General Manager, Business and Financial Services, entitled “Parks Capital Projects – Middle Arm Waterfront Greenway Update”, be received for information. |
|
|
The question on the motion was not called as discussion ensued and in reply to queries from Committee, Serena Lusk, Manager, Parks – Planning & Design, advised that the total project funding will cover the completion of the entire project, from Cambie Plaza to the Dinsmore bridge, and that the project is anticipated to be completed by mid-September 2010. |
|

The question on the motion was then called and it was CARRIED. |

Corporate Sustainability Framework – Energy Sustainability Strategic Program (File Ref. No.: 01-0370-01/2009-Vol01) (REDMS No. 2935013, 2935013) |
|
|
Margot Daykin, Sustainability Manager, provided background information and noted that the proposed energy targets support Council’s adopted target for 33% reduction in greenhouse gas emissions community-wide by 2020. |
|
|
In response to a comment by Committee, Ms. Daykin advised that she would provide detailed information regarding the City’s corporate energy consumption. |
|
|

|
That the Energy Sustainability Strategic Program, as presented in the staff report dated July 14, 2010 entitled “Corporate Sustainability Framework – Energy Sustainability Strategic Program” be endorsed. |
