The Chair called the meeting to order at 5:08 p.m. |

In reply to queries from Committee, Cathryn Volkering Carlile, General Manager – Community Services, provided the following information: | |

|
|
§ |
should the proposed agreement with the American Sail Training Association be endorsed, staff can begin recruiting ships for the festival; |
|
|
|
§ |
ASTA requires approximately 2,000 square feet of space to house their headquarters and operations centre; |
|
|
|
§ |
the proposed ASTA agreement is standard and almost identical to the one signed in 2002; |
|
|
|
§ |
staff anticipate providing Council with a progress report on the recruitment of ships as soon as September 2010; and |
|
|
|
§ |
ships are anticipated to arrive on June 3, 2011 and depart on Tuesday, June 7, 2011. |
|
|
|
Discussion ensued regarding the possibility of the City withdrawing from the proposed ASTA agreement if certain provision could not be met satisfactorily and Ms. Carlile advised that the proposed agreement creates a partnership between the City and ASTA. Therefore, should certain provisions not be met, such as the recruitment of a certain number of Class A ships, it is the City’s responsibility as much as ASTA’s. | |

That the Chief Administrative Officer and the General Manager, Community Services be authorized to enter into and execute an agreement with the American Sail Training Association for the hosting of the Tall Ships® Richmond 2011 in substantially the form of the agreement attached. | |
