That the minutes of the meeting of the General Purposes Committee held on Monday, June 21, 2010, be adopted as circulated. |

DELEGATION |

1. |
David Atkinson, President of Kwantlen Polytechnic University, reviewed the school’s 2009 accomplishments and highlighted the following information: | |
|
|
§ |
2009 was the University’s second year as a university; |
|
|
§ |
the University has developed an extraordinary number of programs and now offers twelve new undergraduate degrees in fields such as Sociology, Anthropology, Musical Arts, and Horticulture to name a few; |
|
|
§ |
the University had its highest enrolment in history with 10,576 registered full-time students in 2009; |
|
|
§ |
the University endured a major organizational change as it moved from one Provincial act to another; |
|
|
§ |
the University has been defining its institutional mission and core values and anticipates forwarding a draft to the City for comments in early Fall 2010; |
|
|
§ |
the University has been recruiting personnel due to many retirements; |
|
|
§ |
the University is lacking space to accommodate all its students and the various new programs being offered; and |
|
|
§ |
the University has been unsuccessful due to costs associated with acquiring and/or leasing more land to expand the school. |
|
|
Mr. Atkinson emphasized that the University’s Richmond campus is landlocked and the lack of space is one of the University’s biggest challenges. Also, he noted that the library is being renovated with the aid of a federal infrastructure grant. | |
|
|
In reply to queries from Committee, Mr. Atkinson advised that: (i) Kwantlen is a polytechnic university as it offers undergraduate degrees focused on applied learning; and (ii) it was determined that the Steveston Secondary School site was too far from the Richmond campus as a viable satellite campus. |

In reply to queries from Committee, Anne Stevens, Senior Manager, Enterprises Services, stated that staff are developing an events plan, which would provide classification information. |
|
|
Discussion ensued and Committee commented on the economic returns of events in Richmond and the status of leftover funds in the proposed Major Events Provisional Fund. |
|
|
Ms. Stevens advised that any leftover funds would remain in the proposed Major Events Provisional Fund and a staff report on the Tall Ships 2011 budget is anticipated to go to Committee this month. |

That the Olympic Opportunities Provisional Account be renamed the Major Events Provisional Fund; |
|
|
(2) |
That any remaining surplus from the 2010 Richmond Olympic Business Office Operating Budget of approximately $970,000 be transferred to the Major Events Provisional Fund; |
|
|
(3) |
That up to $500,000 from the Major Events Provisional Fund be approved as funding towards Tall Ships 2011; and |
|
|
(4) |
That staff be directed to develop terms of reference for the Major Events Provisional Fund and report back through Committee. |

|
|
That a one-time additional expenditure in the amount of $30,000 be transferred from the Major Events Provisional Fund to the Parks & Recreation Department operating budget to provide one time City services-in-kind support for the 2010 Steveston Sockeye Spin and the Steveston Dragon Boat Festival. |
|
|
The question on the motion was not called as discussion ensued and in reply to a query from Committee, Ms. Stevens advised that regular full-time Parks staff cannot meet the need of delivering equipment to special events as there are more events during summer months. |
|
|

|
|
That Bylaw No. 8633 be introduced and given first, second and third readings to permit the City, once Bylaw No. 8633 has been adopted, to enter into a Housing Agreement substantially in the form attached hereto, in accordance with the requirements of s. 905 of the Local Government Act, to secure the Affordable Housing Units required by Rezoning Application No. 07-402059 and associated Bylaw No. 8517. |

The question on the motion was not called as, in reply to a query from Committee, John Foster, Manager, Community Social Development, spoke of the formula that determines the number of affordable housing units based on the number of developed market residential units. |
|
|
The question on the motion was then called and it was CARRIED. |
