PROPERTY LOCATION:

8400 and 8440 Anderson Road

 

 

INTENT OF PERMIT:

 

 

To permit the construction of 43 apartment units over a parking level at 8400 and 8440 Anderson Road on a site zoned “Comprehensive Development District (CD/170)”.

 

 

Applicant’s Comments

 

With the aid of a 3D computer model of the project, Patrick Cotter and Edward Abboud of Patrick Cotter Architects described the project. Mr. Cotter reviewed the site within the context of the surrounding area and spoke about the urban vocabulary of the building due to it’s location in the City Centre. There is one (1) level of parking, with a combination of loft-style units above, with the parking entrance situated on Anderson Road.

 

An open public area and terrace space are used to buffer the busy Granville Road side. The landscape scheme is designed to conceal the parking level at the base of the building, and a green perimeter will surround the base. Mr. Cotter also reviewed the materials and colours proposed for the project.

 

 

Staff Comments

 

In answer to a question about changes made to the project as a result of comments provided at the February 19, 2007 Public Hearing, advice was provided that a trellis and benches have been introduced on the 4th level, the size of trees have been enlarged from 8cm to 12cm, and the overall number of trees has been increased. Since all the trees that will be removed cannot be replaced, the applicant has agreed to provide a cash-in-lieu contribution.

To permit the construction of six (6) detached townhouse dwellings on a site zoned Townhouse District (R2-0.6); and

 

2.

To vary the provisions of the Zoning and Development Bylaw No. 5300 to:

 

 

a)

Reduce the minimum front yard setback from 6.0 m to 4.5 m; and

 

 

b)

Reduce the east side yard setback from 3.0 m to 2.0 m for the northeast unit.

 

 

Applicant’s Comments

 

The applicant, Timothy Tse described the project, noting the request for a set-back relaxation along the Williams Road streetscape and a set-back reduction along the front to match the adjacent property. Mr. Tse concluded by indicating that the project offers outdoor amenities; accessible units; handicapped visitor parking; and private gardens for each unit.

 

 

Staff Comments

 

Jean Lamontagne, Director of Development advised the Panel that a consultation process with neighbourhood residents and City staff has been completed by the applicant, and that the project is supported by neighbours.

In response to a question, Mr. Lamontagne advised that the exact measurements of the parking spaces are 2.7 m and 5 m and meet the zoning bylaw requirements.

INTENT OF PERMIT:

 

 

1.

To permit the construction of eight (8) townhouse dwellings on a site zoned Comprehensive Development District (CD/167); and

 

2.

To vary the provisions of the Zoning and Development Bylaw No. 5300 to:

 

 

a)

Reduce the minimum Public Road Setback to Ferndale Road from 6.0 m to

5.5 m for a portion of Building 1;

 

 

b)

Reduce the minimum west side yard setback from 3.0 m to 2.7 m for a third storey dormer on the west side of Building 2; and

 

 

c)

Reduce the minimum Public Road Setback to Ferndale Road from 2.0 m to

0.7 m and the minimum west side yard setback 3.0 m to 1.1 m for a trellis covered landscape structure

 

 

Applicant’s Comments

 

Taizo Yamamoto of T. Yamamoto Architects reviewed the small eight (8) unit project and described the material and colour scheme, site context and the development on the opposite side of the property line. Mr. Yamamoto noted that minor setbacks are requested to aid with the articulation of the building façade.

 

 

Staff Comments

 

Jean Lamontagne remarked that this project is a continuation of the project located to the east, done by the same developer and that it integrates well with the existing colour and built scheme.

In answer to a Panel question Mr. Yamamoto advised that the fence along the park will have lattice work and plants for visual interest, and the unit windows will look out to the park.

Reduce the minimum Public Road Setback to Ferndale Road from 6.0 m to 5.5 m for a portion of Building 1;

 

 

b)
