Call to Order:

The Chair called the meeting to order at 4:00 p.m.

It was moved and seconded

 

 

That the minutes of the meeting of the General Purposes Committee held on April 19, 2022, be adopted as circulated.

ENGINEERING AND PUBLIC WORKS DIVISION

 

1.

CALL FOR A GLOBAL FOSSIL FUEL NON-PROLIFERATION TREATY
(File Ref. No. 10-6000-00) (REDMS No. 6871598)

 

 

The following speakers urged the City of Richmond City to endorse a Fossil Fuel Non-Proliferation Treaty (Treaty) to address the climate emergency:

·        Naomi Leung, Climate Justice UBC

·        Jennifer Nathan, Faculty of Education, Simon Fraser University

·        Yuyang Huang, Richmond resident.

 

 

In response to queries, staff advised (i) City staff consistently consider opportunities to decarbonize existing buildings, (ii) the City has several low carbon or low emission buildings, (iii) the possibility of tying the  Treaty into the Tilbury Liquified Natural Gas (LNG) Expansion Project will be investigated, (iv) incentives are available for high performance and natural gas free buildings, and (v) conversations regarding natural gas free buildings are held with developers throughout the building process.

 

 

Discussion ensued regarding (i) the benefit of sending the Treaty to the        Union of British Columbia Municipalities (UBCM), and (ii) informing residents that the City has a good alternative to fossil fuels.

 

 

It was moved and seconded

 

 

(1)

That, as described in the report titled “Call for a Global Fossil Fuel Non-Proliferation Treaty”, from the Director, Sustainability & District Energy, dated April 19, 2022:

 

 

 

(a)

The resolution in support of the call for a global fossil fuel non-proliferation treaty, as outlined in Attachment 1, be endorsed;

 

 

 

(b)

The resolution calling on the BC Government to put in place a fossil fuel production cap, and to end subsidies for fossil fuel production and consumption, be forwarded to the Union of British Columbia Municipalities for consideration during their 2022 Convention, as outlined in Attachment 2; and,

 

 

 

(c)

Letters be sent to Richmond MLAs and MPs, the Premier of British Columbia and the Prime Minister of Canada, asking them to support the call for a Fossil Fuel Non-Proliferation Treaty and take necessary actions to initiate, negotiate and implement such a treaty.
