Mayor Brodie called the meeting to order at 7:00 p.m.

It was noted that a revised “Council Strategic Plan 2022-2026” was distributed (attached to and forming part of these minutes as Schedule 1).

PRESENTATION

 

 

Magnus Sinclair, Coordinator, Parks Programs, provided a video presentation in support of the 2023 Street Banner Program (copy on-file, City Clerk’s Office), and noted the following:

§   the Banner Program celebrates the places, activities and experiences that make Richmond beautiful and unique;

§   previous years’ Street Banners are available for purchase and also upcycled into reusable banner bags;

§   550 submissions were received for the winning 2023 themes:  Arts; Community; Connection; Nature; Neighbourhood; Sustainability; Urban Landscape; Waterfront; Wellness; and Wildlife;

§   winning Street Banners will be installed in select areas of Richmond City Centre and major gateways, and will remain on display until February,  2024;  and

§   2023 Street Banner contest winners will also be invited to unveil their banners in person with Council on March 27, 2023.

That the Richmond Public Art Advisory Committee 2023 Work Plan, as presented in the staff report titled “Richmond Public Art Program 2022 Annual Highlights and Public Art Advisory Committee 2023 Work Plan”, dated January 18, 2023, from the Director, Arts, Culture and Heritage Services, be approved.

9.

TREE REPLACEMENT FOR YVR PROPERTY ON SEA ISLAND

(File Ref. No. 01-0153-01; 06-2335-09-01)

 

 

That the City write a letter to the Chair of the YVR Board of Directors, with a copy to the City’s representative on the Board, asking that the situation of the trees along Russ Baker Way be addressed, including replanting if necessary.

10.

CITY OF RICHMOND FLAG POLICY

That option 2 as outlined in the report titled “City of Richmond Flag Policy” dated January 26, 2023 from the Director, Intergovernmental Relations and Corporate and Strategic Planning be endorsed; and

 

 

(2)

That an additional flag pole be erected at the east side of City Hall (fronting No. 3 Road) so long as the Ukrainian flag is flying.

12.

PROPOSED AMENDMENT TO THE DEVELOPMENT COST CHARGES IMPOSITION BYLAW

It was moved and seconded

 

 

That Development Cost Charges Imposition Bylaw No. 9499, Amendment Bylaw No. 10436 be introduced and given first, second and third readings.

 

 

The question on the motion was not called as discussion took place on (i) the financial viability of new developments incurring additional DCC costs;
(ii) the use of DCCs to fund critical infrastructure projects such as new diking components; and (iii) the potential of escalating development costs.

 

 

 

The question on the motion was then called and it was CARRIED with Cllr. Loo opposed.

 

 

 

PUBLIC ANNOUNCEMENTS AND EVENTS

 

 

Mayor Brodie announced the following:

 

 

The City will be proceeding with the Bowling Green Community Activity Centre with an updated project scope to be in line within the approved budget.  Staff will present preliminary designs at a future report to Council; and

 

 

The Minister of Housing announced that $9.1M in funding will be provided to the City of Richmond for use towards affordable housing.
