ITEM NO. 15 – AMENDMENT TO REGULATING THE DISCHARGE OF FIREARMS BYLAW NO. 4183

 

 

Mike Thorne, President, Richmond Rod and Gun Club, stated that maps will be distributed through the Hunting by Permission program to licensed hunters indicating the properties that permit hunting.

 

 

In response to queries from Council, Mr. Thorne stated that archery is not common among licensed hunters and are used mostly in ranges.


 

 

ITEM NO. 15 – AMENDMENT TO REGULATING THE DISCHARGE OF FIREARMS BYLAW NO. 4183

 

 

Teresa Murphy, Richmond resident, stated, (i) residents are often disturbed by hunting on unauthorized properties, (ii) disruption of wildlife by hunting has an impact on pest control, (iii) nearby farmers and golfers feel unsafe, (iv) the hunter’s insurance liability coverage is insufficient, and (v) more public consultation or engagement is necessary.


 

 

ITEM NO. 15 – AMENDMENT TO REGULATING THE DISCHARGE OF FIREARMS BYLAW NO. 4183

 

 

Laura-Leah Shaw, Richmond resident, expressed concerns regarding (i) the vetting process for hunting licences, (ii) hunters neglecting regulations and restrictions, (iii) the inadequacy of the hunter’s insurance liability coverage, (iv) the numerous RCMP complaints for hunting violations, (v) the increased population of the area results in a dangerous hunting situation, and (v) the City of Richmond has not engaged in enough public consultation.

Banking Resolution Update 
(File Ref. No. 03-1220-01; 03-0960-01) (REDMS No. 6684789)

 

 

That effective July 12, 2021, the banking resolution (part 9 of resolution R09/11-4) adopted by Council on June 8, 2009, be replaced with the following:

 

 

(1)

All cheques be signed on behalf of the City by the Mayor or, in his/her absence, the Acting Mayor as determined by Council resolution, and counter-signed by the General Manager, Finance and Corporate Services or, in his/her absence, the Acting General Manager, Finance and Corporate Services. The use of a mechanical or other device in affixing a facsimile of their signatures to such cheques is also an acceptable means of authorization.

 

 

(2)

The following persons are authorized in all dealings (as described below) with the City’s bank on behalf of the City:

 

 

 

§   

Chief Administrative Officer, or in his/her absence, the Deputy Chief Administrative Officer

 

 

 

§   

General Manager, Finance and Corporate Services, or in his/her absence, the Acting General Manager, Finance and Corporate Services

 

 

 

§   

Director, Finance, or in his/her absence, the Acting Director, Finance

 

 

 

§   

Manager, Revenue, or in his/her absence, the Acting Manager, Revenue

 

 

 

§   

Manager, Treasury and Financial Services, or in his/her absence, the Acting Manager, Treasury and Financial Services

 

 

 

Two of the above persons, one of whom must be the Chief Administrative Officer (in his/her absence, the Deputy Chief Administrative Officer), or the General Manager, Finance and Corporate Services (in his/her absence, the Acting General Manager, Finance and Corporate Services), or the Director, Finance (in his/her absence, the Acting Director, Finance), are authorized to:

 

 

 

(a)

Provide instructions, verifications and approvals to the City’s bank (without limitation) to transfer funds, wire payments and authorize debits on behalf of the City;

 

 

 

(b)

Enter into and authorize Financial Services Agreement, other banking agreements, cash management service requests, and electronic banking arrangements with the City’s bank on behalf of the City;

 

 

 

(c)

Obtain delivery of all or any stocks, bonds and other securities held in safekeeping or otherwise for the account of the City; and

 

 

 

(d)

Give instructions to the City’s bank and its subsidiaries in assisting with the management of the City’s investments.

 

 

 

Any one of the above persons is authorized to:

 

 

 

(e)

Negotiate with, deposit with, or transfer to the City’s account, all or any cheques and other orders for the payment of money to the City, and to endorse such cheques and orders for the payment of money to the City, either in writing or by rubber stamp.

 

 

(3)

Authorization from both the Mayor (in his/her absence the Acting Mayor) and the General Manager, Finance and Corporate Services (in his/her absence the Acting General Manager, Finance and Corporate Services or the Director, Finance), along with a copy of the adopted bylaw, are required for the City to obtain long-term borrowing from the City’s bank and to grant security to the City’s bank on behalf of the City.

 

 

(4)

The City’s bank is authorized to honour, pay and charge to the account of the City, all City’s written instructions bearing a facsimile or facsimiles of the signature of the above-mentioned authorized persons on the understanding that each instruction will be binding on the City to the same extent as though they had been manually signed.

 

 

(5)

This resolution:

 

 

 

(a)

Remains in force and effect until written notice to the contrary has been given in writing to, and acknowledged in writing by, the City’s bank; and

 

 

 

(b)

Be certified by the Corporate Officer and provided to the City’s bank, together with specimens of facsimiles of the signatures having authority to sign cheques and/or written instructions on behalf of the City.

(b)

purpose statement in the “Religious Assembly (ZIS7) – No. 5 Road” zoning district,

Amendment to Regulating the Discharge of Firearms Bylaw No. 4183

In reply to queries from Council, staff advised (i) a public hearing is not required to adopt the bylaw amendment, (ii) the provisions of the current bylaw would continue to be enforced until amendments are adopted, (iii) the recommendations contained in the July 12, 2021 staff memorandum can be implemented regardless of whether the amendments are adopted, and (iv) the term “open area” will be clarified with the provincial government and Council will be advised accordingly.

 

 

Discussion ensued with regard to (i) hunting is a tool to mitigate the adverse effects to farmland by the bird population, (ii) suggestion to review policies and procedures to address the safety concerns of residents, (iii) request that staff consider education, enforcement, signage and hunting eligibility issues, (iv) suggestion to include a comment section on the letter to each property owner to gather feedback during the 2021 hunting season and actions that can be taken when a property owner hears a shot fired, and (v) suggestion to direct staff to install signage to clearly mark the border of the hunting area and to clarify the hunting area on the map.

 

 

As a result of the discussion the following referral motion was introduced:

the timing between the hunting application and permit issuance;

 

 

(d)

general education of the public and stakeholders;

 

 

(e)

more effective signage in conjunction with the Hunting by Permission program; and

16.

Emergency Response Equipment and Fire Boat Options

In reply to queries from Council, Jim Wishlove, Deputy Fire Chief, advised (i) Vancouver Fire and Rescue Services operates two dedicated fire boats and there may be other boats with firefighting equipment owned by members of the consortium, (ii) discussions are ongoing with respect to prior recommendations, (iii) over 95 percent of fire incidents are accessible from land, (iv) pumper trucks are driveable vehicles and capable of accessing diverse locations, and (v) foam suppression equipment will be provided at the jet fuel transport facility.

 

 

Discussion ensued with regard to (i) suggestion to consider more land based fire suppression options, (ii) suggestion to investigate the potential for pumper trucks to be placed on barges for water-based incidents, and (iii) suggestion that high flow industrial pumps be considered as part of the regular replacement of the fleet.

 

 

As a result of the discussion, the following referral motion was introduced:

examine if the industrial pump can be placed on a barge.

Discussion ensued with regard to (i) the Province’s new flexible housing strategy for Agricultural Land Reserve (ALR) properties that will allow for two residences, (ii) concern that a precedent will be established for other farm properties, and (iii) the application is unique as it would restore access that previously existed.

 

 

As a result of the discussion to add a condition, the following motion was introduced:
