Road Closure and Removal of Road Dedication Bylaw 9224 (North West Corner of Westminster Highway and Knight Street) and Disposition of the Closed Road Area to Richmond Auto Mall Association
(File Ref. No. 06-2290-20-150) (REDMS No. 4462068 v. 9, 4511196)



 

 

(1)

That the Road Closure and Removal of Road Dedication Bylaw 9224 (North West Corner of Westminster Highway and Knight Street) be introduced and given first, second, and third readings;



 

 

(2)

That the required notice of road closure and disposition of the closed road be advertised, and operators of affected utilities within the portion of the road to be closed be notified, as required by the Community Charter, prior to final adoption;



 

 

(3)

That staff be authorized to file a certifying statement executed by the Corporate Officer at Land Title Office cancelling the right of resumption in the closed road pursuant to the Resumption of Highways Regulation;



 

 

(4)

That staff be authorized to take all necessary steps to raise title to the road closure area of 12,718 square meters (approximately 1.27 hectares) and transfer it to Richmond Auto Mall Association or its designate for $5,490,000 plus applicable taxes; and



 

 

(5)

That staff be authorized to take all necessary steps to complete all matters detailed herein including authorizing the Chief Administrative Officer and the General Manager, Finance and Corporate Services to negotiate and execute all documentation required to effect the transaction, detailed in the staff report dated March 10, 2015, including executing all required Land Title Office documentation.

Richmond Women's Resource Centre Funding Request

It was moved and seconded



 

 

That the Richmond Women’s Resource Centre’s request for additional funding be considered as part of the 2016 Health, Social and Safety Grant Program review.



 

 

The question on Resolution R15/7-6 was not called as discussion ensued regarding the other options outlined in the staff report.



 

 

The question on Resolution R15/7-6 was then called and it was CARRIED with Cllrs. Au, Day, Loo and Steves opposed.



 

 

PUBLIC ANNOUNCEMENTS



 

Mayor Brodie announced that Alasdair Douglas and Andrew Hobbs have been appointed to the Richmond Tourism Association Board of Directors, and Wayne Duzita has been re-appointed to the Richmond Tourism Association Board of Directors for a two-year term.



 

Also, Mayor Brodie announced that Phyllis Chan has been appointed to the Richmond Intercultural Advisory Committee as the organizational representative for a term to expire on December 31, 2016.



 

Mayor Brodie highlighted that the name “Carscallen Road” has been selected for the new road connecting Hazelbridge Road to Sexsmith Road (Section 28 Block 5 North Range 6 West).



 

 

NEW BUSINESS



 

 

Cllr. Steves spoke to the recent Vancouver oil spill and the following referral was introduced:

That Staff report back on the response time, clean up, availability and location of equipment, the necessity for additional equipment, and communication strategies relating to the recent Vancouver oil spill; and how a similar spill and response from a jet fuel tanker may or may not succeed, and, if not, how it might affect the Fraser River estuary.

Fire Protection and Life Safety Bylaw No. 8306, Amendment Bylaw No. 9221



 

Consolidated Fees Bylaw No. 8636, Amendment Bylaw No. 9222



 

The question on  Resolution R15/7-8 was not called as discussion took place regarding Zoning Bylaw No. 8500, Amendment Bylaw No. 9146 (8600 and 8620 No. 2 Road, RZ 13-644887), and as a result there was agreement to call the question on Richmond Zoning Bylaw No. 8500, Amendment Bylaw No. 9146 separately.



 

The question on Resolution R15/7-8 was the called and it was CARRIED.



 

The question on Resolution R15/7-8, with regard to Fire Protection and Life Safety Bylaw No. 8306, Amendment Bylaw No. 9221 and Consolidated Fees Bylaw No. 8636, Amendment Bylaw No. 9222, was then called and it was CARRIED.

DEVELOPMENT PERMIT PANEL

It was moved and seconded



 

 

(1)

That the minutes of the Development Permit Panel meeting held on Wednesday, March 25, 2015, and the Chair’s report for the Development Permit Panel meeting held on Wednesday, March 25, 2015, be received for information; and





 

(2)

That the recommendations of the Panel to authorize the issuance of:





 

(a)

a Development Variance Permit (DV 14-676341) for the property at 11771 Fentiman Place; and





 

 

 

(b)

a Development Permit (DP 13-644888) for the property at 8600 and 8620 No. 2 Road;





 

 

 

be endorsed, and the Permits so issued; and



 

(3)

That Richmond City Council grant concurrence to the proposed temporary telecommunications antenna pole installation (TE 14-672413) for the site located at 11771 Fentiman Place for period of time extending up until October 1, 2015.
