1.

PROVINCIAL GREEN BUILDING CODE INITIATIVE – PUBLIC CONSULTATION

(Report:  December 6, 2007, File No.:  12-8360-03-02-01) (REDMS No. 2311134, 2278392)

It was moved and seconded

 

 

(1)

That support for the proposed energy efficiency Green Building Code initiatives be given in writing to the Province; and

 

 

(2)

That the support for a dual-flush toilet regulation be reiterated in writing to the Province.

 

 

(3)

That staff examine the feasibility of supporting energy efficient water heaters.

2.

Emergency Replacement of Blundell Road Forcemain

(Report:  Nov. 29/07, File No.:  10-6400-01/2007-Vol 01) (REDMS No. 2308899)

It was moved and seconded

 

 

(1)

That funding of $425,000 from the Sanitary Sewer Reserve Fund be approved as the funding source for the “Emergency Replacement of Blundell Road Forcemain” capital project.

 

 

(2)

That the 2008 Capital Budget via the Five Year Financial Plan (2008 – 2012) be amended for the new capital submission “Emergency Replacement of Blundell Road Forcemain” with a total project budget of $425,000.

3.

Additional Funding Required to complete Aztec Area Drainage Upgrades

(Report:  Dec. 12/07, File No.:  10-6340-20-P.06402/Vol 01) (REDMS No. 2313900)

It was moved and seconded

 

 

(1)

That funding of $300,000 from the Drainage Improvement Reserve Fund be approved as the funding source for the “Aztec Area Drainage Upgrades” capital project.

 

 

(2)

That the 2008 Capital Budget via the Five Year Financial Plan (2008 – 2012) be amended for the new capital submission “Aztec Area Drainage Upgrades” with a total project budget of $300,000.

4.

Oval Pre-Games Community Opportunities Advancement Initiative

(Report:  December 12, 2007, File No.: 11-7140-20-R00V1) (REDMS No. 2313019)

It was moved and seconded

 

 

(1)

That Council approve the advancement of the following Post-Games oval conversion components in order to increase revenues and associated community participation in the building and also to achieve long term cost savings.

 

 

 

§   

Up to four wood-floor gymnasiums and/or other sport related surfaces including gymnastics, trampoline, etc;

 

 

 

§   

Various fitness equipment for core strength, cycling and mezzanine fitness rooms;

 

 

 

§   

Completion and equipment for the Rowing and Paddling Centre;

 

 

 

§   

Construction of one Saddlebag Multi-Purpose Room;

 

 

 

§   

Purchase and installation of essential Information Technology; and

 

 

(2)

That Council approve the funding of up to $5,920,000 from the previously Council approved Advancement of Community Legacy Infrastructure 2008 Capital Project of $16,000,000 to cover the costs of the items identified in the report regarding the Oval Pre-Games Community Opportunities Advancement Initiative (dated December 12, 2007, from the Director, Richmond Olympic Business Office).

That Bylaw No. 8170, for the rezoning of 7420, 7426, 7440 and 7480 Garden City Road and 9031, 9051 and 9071 General Currie Road from “Two-Family Housing District (R5)” and “Single-Family Housing District, Subdivision Area F (R1/F)” to “Comprehensive Development District (CD/128)”, be introduced and given first reading.

6.

APPLICATION FOR REZONING – HARINDER HAYER

That Bylaw No. 8267, for the rezoning of 10300 Williams Road from “Single-Family Housing District, Subdivision Area E (R1/E)” to “Single-Family Housing District (R1-0.6)”, be introduced and given first reading.

That Bylaw No. 8308, for the rezoning of 12020 No. 5 Road and 12040 Rice Mill Road from “Agricultural District (AG1)” to “Light Industrial District (I2)”, be introduced and given first reading.

8.

APPLICATION FOR REZONING – MATTHEW CHENG ARCHITECT INC.

(RZ 05-314267 Report:  November 26, 20-07, File No.:  12-8060-20-8317, 8309) (REDMS No. 2292608)

It was moved and seconded

 

 

(1)

That Official Community Plan Amendment Bylaw No. 8317, to redesignate 10911, 10931, 10951, 10971 and 10991 Steveston Highway from "Low-Density Residential" to "Medium-Density Residential" in Attachment 2 to Schedule 1 of Official Community Plan Bylaw No. 7100 (Specific Land Use Map), be introduced and given first reading.

 

 

(2)

That Bylaw No. 8317, having been considered in conjunction with:

 

 

 

(a)

The City’s Financial Plan and Capital Program;

 

 

 

(b)

The Greater Vancouver Regional District Solid Waste and Liquid Waste Management Plans;

 

 

 

is hereby deemed to be consistent with said program and plans, in accordance with Section 882(3)(a) of the Local Government Act.

 

 

(3)

That Bylaw No. 8317, having been considered in accordance with Official Community Plan Bylaw Preparation Consultation Policy 5043, is hereby deemed not to require further consultation.

 

 

(4)

That Bylaw No. 8309:

 

 

 

(a)

To create “Comprehensive Development District (CD/194)”; and

 

 

 

(b)

For the rezoning of 10911, 10931, 10951, 10971 and 10991 Steveston Highway from “Single-Family Housing District, Subdivision Area E (R1/E)” to “Comprehensive Development District (CD/194)”

DEVELOPMENT PERMIT PANEL

It was moved and seconded

 

 

(1)

That the Chair’s report for the Development Permit Panel meeting held on November 14th, 2007 be received for information.

 

 

(2)

That the recommendation of the Panel to authorize the issuance of a Development Permit for property at 8840 River Road (DP 07-359529), be endorsed and the Permit so issued.

CARRIED

 

 

Mayor Brodie announced at 4:13 p.m. that the meeting would be recessed until the conclusion of the Special (Closed) Council meeting.

 

 

The Special Council meeting reconvened at 4:18 p.m. with all members of Council present except Cllrs. Evelina Halsey-Brandt and Sue Halsey-Brandt who were absent.

 

 

11.

APPOINTMENTS TO THE AGRICULTURAL ADVISORY COMMITTEE

(Report:  November 30, 2007 File No.: 01-0100-20-AADV1-01) (REDMS No. 2296911)

 

 

 

The Mayor announced the following:

 

 

 

(1)

That the following persons, nominated from the Richmond Farmers Institute, be re-appointed to the Richmond Agricultural Advisory Committee for two-year terms to expire on December 31, 2009:

 

 

 

 

(a)

Bruce May

 

 

 

 

(b)

Bill Jones

 

 

 

 

(c)

Bill Zylmans

 

 

 

(2)

That Dave Sandhu be re-appointed to the Richmond Agricultural Advisory Committee for a two-year term to expire on December 31, 2009;

 

 

 

(3)

That Jose Sarabia and Carol Southgate be appointed to the Richmond Agricultural Advisory Committee for two-year terms to expire on December 31, 2009; and

 

 

 

(4)

That the Agricultural Advisory Committee’s Terms of Reference be amended to reflect: (i) an additional community member at large, thereby making a total of two community members at large, and (ii) increasing to ten the total membership of the Agricultural Advisory Committee.
