Mr. Peter Mitchell, 6271 Nanika Crescent, voiced support for the proposed rezoning, but suggested that the floor area ratio for the area located south-west of the Olympic Oval should be .08 rather than the .09 which was being recommended.  As well, Mr. Mitchell questioned whether it would be possible to specify that parking would be entirely within a building footprint.

That copies of the correspondence be sent to the Greater Vancouver Water District, to all GVRD municipalities and to the UBCM.

That the required notice of road closure and disposition of a portion of Anderson Road in exchange for other road dedication, as set out in Bylaw 7976, be advertised prior to final reading; and

 

 

(3)

Countdown to 2010 Community Celebration - 3 Years to the Games

That the Richmond Foundation offer to partner with the City of Richmond in the establishment and production of an annual Richmond Winter Festival (as outlined in the report dated January 15th, 2007, from the Acting Director, Richmond Olympic Business Office), be accepted; and

 

 

(2)

That this event be in partnership with the Countdown to 2010 event.

 

 

(3)

That staff be authorized to take all necessary steps, including negotiating any necessary legal agreements, to arrange for the staging and presentation of the Countdown Celebration Event 2007, and further, that the Acting Director Richmond Olympic Business Office be authorized to execute any necessary documents and agreements.

 

 

(4)

That staff report to Council following the February 10, 2007 event.

RICHMOND COMMENTS: GVRD DISCUSSION PAPER ON A REGIONAL AFFORDABLE HOUSING STRATEGY

(1)

That the Greater Vancouver Regional District (GVRD) be advised that the City of Richmond:

 

 

 

(a)

supports the GVRD Board in preparing and implementing a Regional Affordable Housing Strategy, since affordable housing is an important federal, provincial, regional and municipal issue;

 

 

 

(b)

has no major objections or concerns regarding the GVRD “Discussion Paper on a Regional Affordable Housing Strategy” received with a letter dated December 8, 2006 from Lois E. Jackson, Chair, GVRD Board; and

 

 

 

(c)

requests further information and discussion on how a Regional Affordable Housing Strategy will be implemented (e.g., the proposed $50 million regional surcharge; the affordable housing targets; the requirement that these targets be achieved in an Official Community Plan regional context statement; etc.).

 

 

(2)

That a letter be written to the Federal Government asking that the Federal Government pursue and implement a national housing strategy, with copies to the Federation of Canadian Municipalities and the Union of BC Municipalities.

 

 

(3)

That copies of this resolution be forwarded to:

 

 

 

(a)

all GVRD municipalities with a suggestion that they may wish to provide similar support to the GVRD Board preparing and implementing a Regional Affordable Housing Strategy; and

 

 

 

(b)

the Richmond Federal MPs and Richmond Provincial MLAs with a request that the Federal and Provincial Governments support the GVRD in preparing and implementing a Regional Affordable Housing Strategy.
