Adoption of Bylaws - Animal, Bird & Beekeeping Regulation Bylaw No. 7137 |

Ms. Evelyne Bliss, a member of the Companion Animal Task Force, opposed the action of Council to make the definition of vicious dog in Bylaw No. 7137 breed specific. She urged Council to delete this component of the definition from the bylaw. A copy of Ms. Blisss submission is on file in the City Clerks Office. |

Mr. Tony Kim, a dog owner, spoke about the temperament of Rottweiler dogs and the need for proper training to ensure that all dogs behaved appropriately. He suggested that better facilities should be provided by the City to educate the public about dogs and the training which was required when people acquired such animals. |

Ms. B. Johnson, voiced concern about the breed specific definition contained in the bylaw. She urged Council to make the owners of the dogs responsible for their animals actions, rather than identifying specific breeds as being vicious. |
||
Mr. Craig Hewittson, spoke against the breed specific definition proposed in Bylaw No. 7137. He suggested that education of the public about dog breeds and the levying of large fines against dog owners who fail to control their animals would more appropriate than making this definition breed specific. |
||
Karen Lau, a member of the Legislative Committee for the Federation of Individual Dog Owners (FIDO), urged Council to delete the breed specific component contained in part (d) of the definition given for vicious dog. |
||
Ms. Ellen Nordstrom, Public Relations Officer for the American Pit Bull Association of British Columbia, provided information on this breed of dog. She suggested that SPCA inspectors should be required to attend a breed identification program to properly identify vicious dogs. Ms. Nordstrom also spoke against the naming of specific breeds of dogs in the definition of vicious dog. |

Item No. 6 - Amendments to Bylaw Relating to Massage Therapists and Related Businesses |
||
Ms. Penny Green, representing 4 massage parlour businesses in Richmond who had previously challenged the City's bylaws in court, advised that her clients supported the change in operating hours, but were still concerned that their operations would be adversely unless closing hours were further extended. Ms. Green advised that her clients were asking that Council consider a grandfather clause which would allow those businesses in operation before the adoption of the bylaw, to continue to operate at the later hours, and at the same time, pay a higher licence fee. |
