The Chair called the meeting to order at 4:00 p.m.

That the minutes of the meeting of the Parks, Recreation and Cultural Services Committee held on March 24, 2026, be adopted as circulated.

PARKS, RECREATION & CULTURE DIVISION

 

 

1.

Aquatics Instructor and Lifeguard Subsidy Program Update

(File Ref. No. 11-7125-01) (REDMS No. 8340340)

 

 

In response to queries from Committee, staff noted (i) 53 applicants were approved for the Lifeguard Subsidy Program, of which 23 completed the full program, 13 withdrew, 17 are currently active and 10 have been hired by the City, (ii) the advanced aquatic lifeguard courses are not included through the recreation fee subsidy program, and (iii) in addition to attracting and recruiting potential lifeguards through the existing advanced aquatics courses, two new entry level positions have been approved (aquatics attendant and swimming instructor), which will also provide a pathway towards becoming an instructor or lifeguard.

That the report titled “Aquatics Instructor and Lifeguard Subsidy Program Update”, dated April 2, 2026, from the Director, Recreation and Sport Services, be received for information.

2.

Sport Court and Field Strategy – Guiding Principles

(File Ref. No. 11-7000-01) (REDMS No. 8351917)

 

 

A brief discussion ensued with respect to the potential of including the arts within the Sport Court and Field Strategy. Staff noted the strategy will be developed through an extensive engagement process, speaking with the community and sport groups to gain a full understanding of their anticipated facility/court needs from informal to organized sport use.

 

 

It was moved and seconded

 

 

That the Guiding Principles, as detailed in the report titled “Sport Court and Field Strategy – Guiding Principles”, dated April 2, 2026, from the Director, PRC, Planning and Strategic Initiatives, be approved and used to inform the strategic directions and actions of the new Sport Court and Field Strategy.

Bowling Green CLUB Signage

The Committee noted a request for additional signage for the Bowling Green Community Activity Centre, as well as the Bowling Green Club and the potential for additional signage with respect to the groups that house various activities at that location.

 

 

The following referral motion was introduced:

That staff look at increasing the signage for the Bowling Green Community Activity Centre, including signs for the north and south sides for the Lawn Bowling Club, and the installation of a clock.

3.

MANAGER’S REPORT

 

 

(i)

The Kawo Maru

 

 

Staff reported the Kaiwo Maru tall ship is scheduled to arrive at Garry Point Park, early morning, Friday, May 1st, noting there has been extensive promotion for the event, with all 2,000 public boarding tickets already sold, and all 28 school education programs filled. Furthermore, it was noted that and there are opportunities for classes to come and see the ship from the land, and  a number of cadet and crew activities planned.

 

 

(ii)

Richmond Celebrates Soccer

 

 

Staff noted (i) FIFA has requested additional information about Richmond events, (ii) staff have yet to receive pricing on licensing, which is still in the works, (iii) the well received 50-day countdown media event took place on April 21st, and (iv) each community centre has a countdown calendar to help celebrate.
