Staff noted a memo had been provided on table with an update on accommodation provider support. |

That the Municipal and Regional District Tax (MRDT) Imposition Bylaw No. 10782 be introduced and given first, second, and third readings. |

The question on the motion was not called as staff responded to queries from Committee, noting (i) there has been a lot of support from the hotels, with over 80% of eligible accommodation providers representing over 90% accommodation rooms, (ii) working on the short and medium term items which are the same goals and action items as the five year Strategic Tourism Business Plan, which is based on the 10-year Tourism Master Plan 2035, and (iii) in terms of it being a City plan, it is a broader Team Richmond plan that the City receives great input from Tourism Richmond and the Richmond Hotel Association. |

That Council endorse the key terms for the Sewage Diversion and Funding Agreement between Lulu Island Energy Company and Metro Vancouver. |
|
|
|
The question on the motion was not called as a brief discussion ensued with respect to the rationale of the funding to be provided by Metro Vancouver. |
|
|
|
In response to queries from Committee, staff noted (i) the overall cost for the facility is estimated to be $114 million, (ii) completion is currently estimated for 2031, (iii) through the negotiations, it was clear that Metro Vancouver will receive the GHG credits for whatever funding they provide, (iii) the amount the City committed to, based on $10 million funding, is 13% of what the facility will produce, which is relatively small, (iv) the City has received $6.2 million from Clean BC (provincial and federal governments) and staff are pursuing the Build Communities Strong Fund, recently announced by the federal government, (v) it is approximately 5,500 homes that could be serviced through the facility, (vi) none of the costs will be passed on to the developers; costs will be recovered through customer rates, (vi) there is no risk to the long-term operation of the facility; there will always be 100% backup if the energy source stops, (vii) the facility provides heat only, no cooling, and (viii) the $114 million is funding investment in the infrastructure if construction begins spring 2027, and will be completed in 2031. |

That the report titled “Response to Metro Vancouver’s Referral: Reporting Back on Metro 2050 Amendment Options and Consultation Results in Response to South of the Fraser Mayors’ Requests”, dated June 8, 2026 from the General Manager, Planning and Development, be submitted to the Metro Vancouver Regional District Board as part of Metro Vancouver’s consultation process. |

That should the Metro Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1456, 2026 be adopted, staff review whether the City of Richmond should pursue identification of any Special Study Areas and report back. |
