3.

Community Bylaws Parking Enforcement and Animal Services Monthly Activity Report – October 2021

Staff noted the BC SPCA’s monthly findings are incorporated into the staff report, and that no incidents of dogs in hot cars had been reported.

 

 

In response to questions from the Committee, staff noted that any information received (photos, description of dog, etc.) where an off-leash dog is posing a threat to other dogs, will be forwarded to the BC SPCA for added officer patrol of the area.  It was further noted that the BC SPCA has taken on a new initiative to conduct home checks on dogs that have been deemed dangerous by the City due to behaviour, to ensure owners are following the regulations in the Animal Control Regulation Bylaw which stipulates certain standards that must be met, such as muzzling, leashing and enclosures within the property.  Additionally, repeat instances of dogs at large are noted with the BC SPCA and through the City’s Bylaws system, with first offence addressed through notification and education, and the second offence ticketed.

Richmond Fire-Rescue Monthly Activity Report – October 2021

A brief discussion ensued with respect to the increase in medical incidents.  Deputy Chief Wishlove noted the increase in medical emergency responses is a return to the response levels prior to the Provincial Medical Health Officer orders resulting from the COVID-19 pandemic.

FIRE CHIEF BRIEFING
(Verbal Report)

 

 

Deputy Chief Wishlove reported the most recent group of recruit firefighters have successfully passed all their training and that the extra engine will be deployed mid December.

RCMP Monthly Activity Report - October 2021

Chief Supt. Ng provided a brief review of the report noting the month of October saw a dip in crime.

 

 

A brief discussion ensued with respect to various activities outlined in the monthly report. Chief Supt. Ng noted the proactive response to increase public awareness with respect to protest events to ensure a safe and peaceful outcome. Further discussion ensued with respect to the public safety campaign and community engagement and the opportunity to share and expand information through the City’s marketing channels.

7.

RCMP/OIC BRIEFING
(Verbal Report)

 

 

Chief Supt. Ng reported the 2021 Annual Toy Drive, held on November 20, 2021, raised $22,400 and 1.5 tonnes of toys for underprivileged families and children.

 

8.

MANAGER’S REPORT

 

 

(i)

Illegal Ridesharing

 

 

Staff noted they will be attending the December 8, 2021 Council/School Board Liaison Committee meeting with respect to unlicensed ride hailing services, and that the company that presented to the Public Works & Transportation Committee and the Community Safety Committee has already made their own presentation to Richmond School District No. 38.

 

 

(ii)

Advocacy Work Related to RCMP Remuneration

 

 

Staff provided an update on the advocacy work with respect to the RCMP member remuneration, noting that a letter was sent to the Local Government Contract Management Committee. Staff will continue to advocate on behalf of the City and coordinate with UBCM staff on the efforts with other stakeholders on these issues.
