In reply to queries from Committee, staff noted that (i) there have been extra patrols by the SPCA at Cook Elementary School, (ii) 411 parking tickets were issued at the night market for customers parking against regulatory signage, and (iii) public education regarding off -leash and dog licencing is provided through social media and pamphlets distribution while patrolling.

In response to queries from Committee, staff advised (i) prior to 7:00 a.m. and after 8:00 p.m. noise restrictions are in effect in Richmond (ii) bylaw officers attend any noise complaints, (iii) car rally organizers have to apply for a permit to have an event at Garry Point Park, and (iv) Parks department is reaching out to organizers too look at other locations for holding car rallies.

Hot Weather and Poor Air Quality Plan

In response to queries from Committee, staff noted that (i) there were no further requests for any other openings beyond what was done in the plan,
(ii) there is a comprehensive communications plan with all the partners in the community to share the information detailed in the plan, (iii) 575 in BC died of heat related deaths this year, (v) a final report will be shared with all stakeholders including MP’s and MLA’s
|

|
Committee expressed appreciation for the detailed plan and felt that it was a good idea to share it with various Advisory groups, community associations and service providers.
|

Staff noted that 29 new fire fighters have been hired and the engine company will be in full operation by the end of the year.

RCMP Monthly Activity Report – August 2021

In reply to queries from Committee, staff noted that (i) there has been a reduction in property crime (ii) there has been increased enforcement activities targeting gangs and drug traffickers, (iii) there is a city wide anti-hate campaign, (v) RCMP are taking an aggressive approach to hate crimes, and (iv) the restorative justice approach has worked well in handling hate crimes,

Committee commended Chief Supt. William Ng’s service to the City and congratulated him on his promotion.

Speed limits for e bikes/ e scooters
(Verbal report)
|
|
|
Discussion ensued with regard for the need for enforcement of speed limits for e-bikes and e-scooters on multi-use pathways. Staff advised that speed limits are enforced by the RCMP. As a result of the discussion, the following referral motion was introduced.

Enforcement of uninsured motor vehicles on public property
(Verbal Report)
|
|
|
Discussion ensued regarding derelict and uninsured vehicles parked on City property along River Road. In response to queries from Committee, staff noted that bylaw officers patrol for uninsured vehicles, issue tickets and tow such vehicles.. As a result of the discussion, the following referral motion was introduced.
