Call to Order:

The Chair called the meeting to order at 4:00 p.m.


 

 

The Chair acknowledged the passing of RCMP officer Cst. Shelby Patton in Wolseley, Saskatchewan.

COMMUNITY BYLAWS PARKING ENFORCEMENT AND ANIMAL SERVICES MONTHLY ACTIVITY REPORT – APRIL 2021

Committee expressed their appreciation of staff sending Bylaw Officers to patrol Agassiz Neighbourhood Park in response to a letter from a 7-year-old resident concerned about off-leash dogs.

That the staff report titled “Community Bylaws Parking Enforcement and Animal Services Monthly Activity Report – April 2021”, dated May 13, 2021, from the General Manager, Community Safety, be received for information.

3.

Richmond Fire-Rescue Monthly Activity Report – April 2021

In reply to queries from Committee, staff noted that (i) squatters were unable to be located following a structure fire, (ii) a report is in progress to identify the need for a fire boat, and (iii) the increase in medical response due to changes in Provincial Health Orders is representative of a return to normal state.

FIRE CHIEF BRIEFING
(Verbal Report)

 

 

Item for discussion:

 

 

(i)

Hazardous Material at South Arm Park

 

 

 

Staff noted that (i) the hazardous substance was located and cleaned up, and (ii) they were alerted to the park again on June 15, 2021 with reports of similar concerns, but were unable to locate another threat.


 

5.

RCMP Monthly Activity Report - April 2021
(File Ref. No. 09-5000-01) (REDMS No. 6668384)

 

 

 

In reply to queries from Committee, staff noted that (i) there has been a slight increase in hate crimes in Richmond, (ii) wait times at the hospital mostly depend on the individual, (iii) the report includes a comparison of crime statistics among other RCMP jurisdictions in the Lower Mainland, (iv) the majority of hate crimes involve a mental health component, (v) they can provide education on the challenges of social media, (vi) patrols can be increased at Imperial Landing, (vii) additional outreach to Richmond’s Muslim community has taken place following the incident in London, Ontario, (viii) there has been a decrease in volunteering since the beginning of the pandemic, and (ix) strategies are in place to enhance volunteer experience and maintain the volunteer base.

6.

RCMP/OIC BRIEFING

 

 

 

Item for discussion:

 

 

(i)

Gang Enforcement Initiatives

 

 

 

Staff noted that (i) Richmond has seven-day gang suppression coverage and works collaboratively with the Combined Forces Special Enforcement Unit and partner jurisdictions to provide gang enforcement, and (ii) officers have received training in the End Gang Life program and are waiting for approval from the Richmond School District to introduce the program to youth.


 

7.

MANAGER’S REPORT

 

(i)

Drones in Residential Areas

 

 

Discussion ensued with regard to the need for a bylaw surrounding the use of drones in residential areas. As a result of the discussion, the following referral motion was introduced:

That staff investigate the possibility of a bylaw pertaining to a no-fly zone for drones in residential areas.

(ii)

Clean Up After Dog Signage Near Schools

 

 

In response to queries from Committee, staff advised that they will look into the possibility of adding new signage near schools.
