It was moved and seconded

 

 

That the minutes of the meeting of the Community Safety Committee held on Tuesday, December 15, 2009, be adopted as circulated.

PARKING PROGRAM

Wayne Mercer, Manager, Community Bylaws, was available to answer queries and provided the following important updates to the financial impact of Option 2, as referenced on page CS-12 of the staff report:

 

 

§         

the increase in fine and early payment amounts should read $10 instead of $5; and

 

 

§         

the increase in parking meter rates by $0.50 per hour should be pro-rated to July 1, 2010 instead of March 1, 2010.

 

 

Discussion ensued and it was pointed out that the parking fee increase reflects the impending (July 1, 2010) Harmonized Sales Tax (HST) implementation, and the minor Translink tax component.

 

 

It was moved and seconded

 

 

That  staff report directly to Council with appropriate documents to reflect Option 2, meaning that parking rates increase by $10 for traffic fines, effective March 1, 2010, and, that hourly parking fees increase from $2 to $2.20 plus $.30 tax per hour, for a total of $2.50 per hour, effective July 1, 2010.

 

 

CARRIED

 

 

 

It was understood that staff would provide the aforementioned information for the Council agenda on January 25, 2010 so that action on this option can be taken immediately if Council so desires.

That:

 

 

(i)

Traffic Bylaw No. 5870, Amendment Bylaw No. 8572 (Attachment 1) be introduced and given first, second and third reading;

 

 

(ii)

Parking (Off-Street) Regulation Bylaw No. 7403, Amendment Bylaw No. 8573 (Attachment 2) be introduced and given first, second and third reading;

 

 

(iii)

Commercial Vehicle Licencing Bylaw No. 4716, Amendment Bylaw No. 8570 (Attachment 3) be introduced and given first, second and third reading; and

 

 

(iv)

Notice of Bylaw Violation Dispute Adjudication Bylaw No. 8122, Amendment Bylaw No. 8571 (Attachment 4) be introduced and given first, second and third reading.

4.

Transforming the Fire/Rescue Service in British Columbia

(File Ref. No.:  09-5140-01) (REDMS No. 2787983, 2784572)

 

 

Fire Chief John McGowan provided background information to the Fire Services Liaison Group (FSLG) report, noting that it provides a broad overview of Fire-Rescue services for the entire province and has limited impact on the Richmond Fire-Rescue Department. Further, the Fire Chief noted that the report has been submitted to the Solicitor General for review.

That the staff report dated January 6, 2010 from the Fire Chief entitled “Transforming the Fire/Rescue Service in British Columbia” be received for information.

5.

RCMP’S MONTHLY ACTIVITY REPORT FOR DECEMBER 2009

(File Ref. No.:  09-5000-01) (REDMS No. 2773214)

 

 

Officer In Charge, Rendall Nesset, was available to answer queries and noted the following:

 

 

§         

while the statistics show a 60% decrease in metal thefts, there has been a recent spike in wire theft that members are actively addressing. The OIC noted that this is an example of where current reality may not always be reflected by the statistics;

 

 

§         

the trend of violent crime has seen a steady increase over the past two years;

 

 

§         

crime in some areas around the Canada Line appears to have decreased and is possibly due to the increased presence of Translink personnel; and

 

 

§         

the Speed Watch program in Hamilton has had a positive impact in reducing motorists speeding along Westminster Highway.

That the staff report dated December 14, 2009 from the Officer In Charge, Richmond RCMP Detachment, entitled “RCMP’s Monthly Activity Report for December 2009” be received for information.
