Call to Order:

The Chair called the meeting to order at 4:00 p.m., and advised that an additional matter, the provision of an update from the most recent meeting of the Greater Vancouver Regional District Water Committee, would be added to the agenda as an additional item.

3.

FRASERPORT AND HAMILTON/QUEENSBOROUGH AREA COMMUNITY SHUTTLE BUS – PROPOSED SERVICE PLAN

(Report:  Oct. 1/07, File No.:  10-6480-03-02/2007-Vol 01) (REDMS No. 2285926)

 

 

It was moved and seconded

 

 

(1)

That the proposed transit service plan of the C98 Kingswood-22nd Street Station/C99 Port Royal-Hamilton Community Shuttle Bus scheduled for implementation in December 2007 by TransLink and Coast Mountain Bus Company be endorsed with the use of sections of Nelson Road, Blundell Road and No. 8 Road as part of the proposed routing of this new community shuttle service.

 

 

(2)

That TransLink and Coast Mountain Bus Company be requested to implement the following enhancements to the new C98/C99 Community Shuttle service as soon as practically feasible:

 

 

 

(a)

addition of a second vehicle to allow a 30-minute frequency on the entire route; and

 

 

 

(b)

extension of service hours to Sundays and public holidays.

4.

UPDATE ON OCTOBER 17TH, 2007 GREATER VANCOUVER REGIONAL DISTRICT WATER COMMITTEE MEETING

 

 

 

Councillor Linda Barnes reported that the GVRD Water Committee had approved an expenditure of additional capital funding to upgrade the existing Cambie-Richmond Mains No. 1 and 2 (Fraser River North Arm Crossing).  She advised that this matter would be forwarded to the next Board meeting for final approval.

 

 

5.

MANAGER’S REPORT

 

 

 

The Director, Engineering, Robert Gonzalez, reported that the Provincial Government had announced a $100,000,000 program for flood protection upgrades over the next ten years.  He further advised that City staff had already entered into discussions with Provincial staff to pursue the new funding.

 

 

During the discussion which ensued, information was provided that:

 

 

§         

qualification guidelines for the new program had not yet been established;

 

 

 

§         

funding would be made available province-wide;

 

 

 

§         

City staff were promoting Richmond as being one of the few municipalities which had dedicated funds for flood protection

 

 

 

§         

staff would be submitting a proposed Flood Management bylaw to the next Public Works & Transportation Committee meeting for review; as well, in December or January of 2008, staff hoped to submit the final Flood Protection Strategy to Committee, which would be addressing dyke elevations

 

 

 

§         

staff had other higher priorities than improvements to the North Dyke at this time, and would be focusing on these priorities

 

 

 

§         

City staff already had a sense of those areas of the dyke which required upgrades, and the Provincial Government had recognized that knowledge with the awarding of funds during the last flood protection program.

 

 

 

During the discussion, information was provided on an initiative being undertaken by the Federation of Canadian Municipalities relating to Federal investments in municipal infrastructure.

 

 

In concluding the discussion, the Chair congratulated staff for their proactive work relating to the City’s dyke system, and he expressed the hope that the City would be successful in obtaining funding from the newest Provincial flood protection funding program.
