The Chair called the meeting to order at 4:01 p.m.

URBAN DEVELOPMENT DIVISION

 

1.

It was moved and seconded

 

 

That the minutes of the meeting of the Public Works & Transportation Committee held on Wednesday, June 18th, 2003, be adopted as circulated.

2.

DRAFT TRANSLINK THREE-YEAR TRANSIT PROGRAM PLAN (2004-2006)

(Report:  July 30/03, File No.:  6480-03-02) (REDMS No. 1048906)

 

 

Mr. Gordon Chan, Director, Transportation briefly reviewed his report dated July 30th. 2003.  Discussion then ensued on this topic and in reponse to queries from the Committee, Mr. Chan advised that:

 

 

(a)

Staff will be having discussions with Translink concerning possible service to the Fraserport area.  Modification to the Route 410 could be an immediate solution;

 

 

(b)

Translink was investigating the possibility of expanding the U Pass program to involve businesses, employees and owners/operators in industrial areas;

 

 

It was noted that with the introduction of RAV, services would be increased to support the system.  Mr. Chan advised that the RAV/bus integration would be introduced in 2009, which is beyond the three-year plan (2004-2006) horizon.

 

 

It was also advised that ODESSA employees were concerned that transit was not available in this area.

That:

 

 

(1)

the submission of the list of prioritized transit service improvements in Richmond, as described in the attached report (dated July 30th, 2003 from the Director, Transportation) to TransLink for consideration in the development of its draft Three-Year Transit Program Plan for 2004-2006, be endorsed; and

 

 

(2)

staff report back on the evaluation by TransLink of Richmond's submission of transit service improvements for inclusion in the Three-Year Transit Program Plan and the development of the final Three-Year Transit Program Plan for 2004-2006.

3.

TRAFFIC CALMING GUIDELINES

(Report:  July 24/03, File No.:  6450-09) (REDMS No. 1050320)

 

 

Transportation Planner Joan Caravan, accompanied by the Director of Transportation, Gordon Chan briefly reviewed her report with the Committee.  It was noted that these guidelines have been complied through an extensive survey of best industry practice and that current applications in the City have been found to be consistent with the proposed framework.  Discussion ensued among Committee members and staff concerning pedestrian safety in the Pacemore area.  Mr. Chan advised that on September 11th, 2003 staff would be meeting with residents in this area to discuss walkway design options.  It was also noted that pedestrian safety and traffic calming are two important but different issues and that the introduction of traffic circles, etc. would not negate the need for proper pedestrian facilities.

That:

 

 

(1)

the proposed Traffic Calming Guidelines with respect to evaluation and prioritization criteria, as discussed in the attached report (dated July 24th, 2003 from the Director, Transportation), be approved; and

 

 

(2)

staff monitor the results of the Guidelines for a 2-year period and report back on the overall impact of the Guidelines on the City's traffic calming process.

4.

STRATEGIES TO DISCOURAGE STREET RACING ROAD SAFETY EDUCATION BRIEFING PAPERS

(Report:  July 24/03, File No.:  6450-09) (REDMS No. 1046026)

 

 

Transportation Planner Joan Caravan, accompanied by the Director of Transportation, Gordon Chan briefly reviewed the report dated July 24th, 2003 with the Committee.  In response to queries from the Committee, Mr. Gordon Chan, Director of Transportation, advised that the Richmond School District already offered its schools road safety education material, however, this was done on a discretionary basis.  Chair asked members of the Committee to approach the Richmond School District board members to encourage increased use of available education material by schools.  Staff were requested to amend the report by adding the words new and existing prior to all occurrences of ICBC road safety teaching guides.

That:

 

 

(1)

the various road safety education strategies to discourage street racing presented in the Briefing Papers attached to the report (dated July 24th, 2003 from the Director, Transportation) be forwarded to the Ministry of Education, Ministry of Public Safety and Solicitor General, and Richmond School Board and that the respective agencies be requested to adopt the recommendations contained therein;

 

 

(2)

the recommendations of the Briefing Papers be converted into resolutions to be presented for consideration at the next Union of BC Municipalities (UBCM) convention and that the Mayor or his delegate formally present the Briefing Papers to the respective Ministers at the next UBCM convention; and

 

 

(3)

copies of the Briefing Papers be distributed to member municipalities and that they be requested to support the resolutions at the next UBCM convention.

5.

SANITARY SEWER FOR RESIDENTS ON NO. 4 ROAD AND FERNDALE

(Report:  August 6/03, File No.:  6060-03-01) (REDMS No. 1048480)

 

 

Mr. Siu Tse, Manager, Engineering Planning, briefly reviewed the report dated August 6th, 2003.  In response to a query from Committee, he advised that its financial impact would be approximately $85,000 and that this information would be provided for Council in the 2004 Capital Budget Program

That the proposed sanitary sewer works for servicing 6205, 6211, 6251, and 6291 No. 4 Road identified in the report (dated August 6, 2003 from the Director of Engineering) be referred for consideration by the Land and Capital Team for addition to the 2004 Capital Program.

6.

NO. 3 ROAD UNDERGROUNDING 2003

(Report:  July 3, 2003, File No.:  6340-20) (REDMS No. 1031004)

 

 

It was moved and seconded

 

 

That:

 

 

(1)

staff postpone the undergrounding project along No. 3 Road between Cambie Road and Sea Island Way and coordinate it with the RAV Project; and

 

 

(2)

the 2002 capital funds allocated for undergrounding of foreign utilities along No. 3 Road from Cambie Road to Sea Island Way in the amount of $2,646,000 be reallocated to fund undergrounding of foreign utilities along Westminster Highway from Minoru Boulevard to Gilbert Road and on Granville Avenue from No. 3 Road to St. Albans Road/Cooney Road.

That contract T.1553 Maintenance of Traffic Signal Systems in Richmond be awarded to the lowest qualified bidder, Cobra Electric Limited, at a bid price of $365,595.34.

TRANSLINK 2004 CAPITAL PROGRAM COST-SHARING SUBMISSIONS MAJOR ROAD NETWORK, BICYCLE INFRASTRUCTURE PROGRAM AND TRANSIT-RELATED ROAD INFRASTRUCTURE PROGRAM

It was moved and seconded

 

 

That:

 

 

(1)

the submission of the following two road improvement projects for cost-sharing as part of the TransLink 2004 Major Road Network Minor Capital Program, as described in the attached report (dated July 30th, 2003 from the Director, Transportation), be endorsed:

 

 

 

(a)

Westminster Highway Widening Nelson Road to Westminster Highway/Highway 91 Interchange (Year 2 of a 3-year accrued funding application); and

 

 

 

(b)

No. 2 Road / Blundell Road Intersection Improvements;

 

 

(2)

the submission to extend the Shell Road bicycle route from Athabasca Drive to Horseshoe Slough Trail for cost-sharing as part of the TransLink 2004 Bicycle Infrastructure Capital Cost-Sharing Program (Year 2 of a 3-year accrued funding application), as described in the attached report (dated July 30th, 2003 from the Director, Transportation), be endorsed;

 

 

(3)

the submission of various transit facility improvements for cost-sharing as part of the TransLink 2004 Transit-Related Road Infrastructure Program, as described in the attached report (dated July 30th, 2003 from the Director, Transportation), be endorsed; and

 

 

(4)

staff report back to Council on the outcome of the evaluations by the Major Road and Transportation Advisory Committee on the above proposed submissions.

NEW ROADWORKS SECTION OF WEB SITE FOR ENGINEERING & PUBLIC WORKS

Ms. Sandy Webster, Public Works Liaison, provided a brief overview of the new roadworks section of the City's Website.  A request was made by Committee for staff to make a public presentation at a future Council meeting.
