2022 Community Mural Program Projects |
|
|
|
Mr. Kelvin Higo, Chairman, Steveston Japanese Canadian Cultural Centre Advisory Committee, was in attendance to announce the charitable contribution of $1,000 towards the Lord Byng mural project and a further $1,000 towards refreshing the Hide Hyodo Shimizu memorial rock garden, located west of the school playground. |

|
Discussion ensued with respect to (i) the application process and timelines, (ii) the possibility of murals at all schools, and (iii) maintenance. |
|

That the 2022 Community Mural Program Projects as presented in the staff report titled “2022 Community Mural Program Projects,” dated November 10, 2021, from the Director, Arts, Culture and Heritage Services, be approved subject to the proposed 2022 Public Art Program capital budget being approved as part of the 2022 budget process and once the Consolidated 5-Year Financial Plan (2022-2026) is adopted by Council. |

That, as the City receives the expected monetary contribution from the community partners as described in the staff report titled “2022 Community Mural Program Projects,” dated November 10, 2021, from the Director, Arts, Culture and Heritage Services, the Consolidated 5-Year Financial Plan (2022-2026) be amended accordingly. |

2. |
Community Gardens Public Consultation Results Update and Next Steps |
|
|
|
Staff provided a review of the community garden consultation noting that the City has partnerships with community groups, such as Urban Bounty and Kwantlen Polytechnic University, to promote education on urban gardening. |
|
|
|
Discussion ensued in regards to the public consultation process and planning for future community gardens. |
|
|
|

That, as described in the staff report, “Community Gardens Public Consultation Results Update and Next Steps,” dated November 19, 2021, from the Director, Parks Services, the following locations: |
|
|
|
(1) |
Geal Road at Williams Road; |
|
|
(2) |
Between Williams and Steveston Hwy, adjacent to Hollymount Gate; and |
|
|
(3) |
Railway Avenue, North of Steveston Highway; |
|
|
be approved as community garden sites along the Railway Greenway and construction of these new community gardens commence once public input has been considered and included, as appropriate, into site specific design. |

Community Wellness Strategy (2018-2023) – Progress Update |
|
|
|
Staff provided a video presentation (copy on-file, City Clerk’s office), highlighting activities implemented within the Community Wellness Strategy. |
|
|
|
A brief discussion ensued regarding public communication of the various activities available throughout Richmond (e.g. cycling and walking maps). Further information is available at www.richmond.ca/wellness. |
|
|
|
It was suggested the subject progress report be copied to local and provincial government officials for information. |
|
|
|

That the staff report titled, “Community Wellness Strategy (2018-2023) – Progress Update,” dated November 18, 2021, from the Director, Recreation and Sport Services, be received for information; and |

(2) |
That the achievements document, Community Wellness Strategy (2018-2023) – Progress Update, Attachment 1, in the staff report titled “Community Wellness Strategy (2018-2023) – Progress Update,” dated November 18, 2021, from the Director, Recreation and Sport Services, be posted on the City website and circulated to key stakeholders who have been involved in the development and implementation of the strategy including, but not limited to, Richmond School District No. 38 Board of Education, Vancouver Coastal Health, Community Recreation Associations and Societies, and the Aquatic Advisory Board for their information. |

MANAGER’S REPORT |

Seasonal Activities |
|
|
Staff noted the festive season started with a host of special events and activities, with more activities planned over the next few weeks including winter hayrides, a winter carnival, holiday camps and various recreational activities for all ages. |
|
|
|
(ii) |
Blue Cabin Floating Artist Residency |
|
|
Staff reported the Blue Cabin Floating Artist Residency will be on its way to Richmond soon; expected to arrive the week of December 20, 2021. |
|
