FEasibility of a recreation vehicle park in Richmond |
|
|
Marie Fenwick, Manager, Parks Programs, reviewed the feasibility report for a recreational vehicle park in the city, noting that a fully serviced site would require approximately 10 to 15 acres, and due to high land values and land constraints, would not be economically feasible. |
|
|
Discussion ensued with regard to (i) developing potential sites for a Recreational Vehicle Park such as McDonald Beach Park, (ii) removing the dog off-leash use in McDonald Beach Park, and (iii) alternative dog off-leash areas such as Iona Beach Regional Park. |

That the staff report titled “Feasibility of a Recreational Vehicle Park in Richmond,” dated June 23, 2016, from the Senior Manager, Parks, be received for information. |

As a result of the discussion regarding the dog off-leash area in McDonald Beach Park, the following referral motion was introduced: |

It was moved and seconded |
|
|
That staff investigate removing the dog off-leash area in McDonald Beach Park and developing McDonald Beach Park as a regular park site with potential for a Girl Guide campsite and report back. |
|
|
The question on the referral motion was not called as discussion ensued with regard to (i) high usage of the dog off-leash area in McDonald Beach Park, (ii) the number of non-Richmond residents that utilize the dog off-leash area in McDonald Beach Park, and (iii) configuration of McDonald Beach Park. |
|
|
The question on the motion was then called and it was CARRIED with Cllrs. Johnston and McPhail opposed. |

5460-5560 Moncton Street Sidewalk Public Artwork |
|
|
Eric Fiss, Public Art Planner, briefed Committee on the proposed public artwork along Moncton Street, noting that the art will be embedded on the paving surface and that the Haiku poetry will be translated in English. |
|
|
Linda Barnes, 4551 Garry Street, noted that the 2020 Group was consulted and expressed support for the proposed project. |
|

That the concept proposal and installation of the artwork proposed for the 5460–5560 Moncton Street Sidewalk, “Poet’s Promenade” by artist Jeanette G. Lee, as presented in the staff report titled “5460–5560 Moncton Street Sidewalk Public Artwork” dated June 27, 2016, from the Director, Arts, Culture and Heritage Services, be approved. |

Hollybridge Way Plaza Public Artwork |
|
|
Mr. Fiss spoke on the proposed artwork, noting that the artwork is proposed to be located at the end of Hollybridge Plaza and the waterfront trail will be accessible to the public. Jamie Esko, Manager, Park Planning – Design/Construction, added that the City has secured public parking on-site. |
|
|
Discussion ensued with regard to (i) installing directional signs in the area, (ii) the future maintenance costs of the proposed artwork, (iii) the timeline of the proposed artwork, (iv) safety considerations in relation to the proposed artwork’s structure, (v) suitability of the proposed artwork for the site, and (vi) Richmond representation in the public art selection process. |

|
Ms. Barnes spoke on behalf of the Richmond Arts Coalition and expressed support for the public art process and the proposed project. |
|
|
In reply to queries from Committee, Mr. Fiss noted that (i) should Council deny approval, the developer would have the option to relocate the proposed artwork on private property or restart the art process, (ii) the developer has the option of providing a cash contribution or artwork to the Public Art Program, and (iii) staff are reviewing the public art process. |
|
|
Discussion ensued with regard to (i) amending the public art process, (ii) public accessibility to the waterfront area, and (iii) installing artwork that relates to Richmond. |

That the concept proposal and installation of the artwork proposed for the Hollybridge Way Plaza, “Flower Tree” by artist Choi Jeong Hwa, as presented in the staff report titled “Hollybridge Way Plaza Public Artwork” dated June 29, 2016, from the Director, Arts, Culture and Heritage Services, be approved. |

Phoenix Net loft feasibility study |
|
|
|
Discussion ensued with regard to the timing of the feasibility study and the Provincial consultation with First Nations, and in reply to queries from Committee, Jane Fernyhough, Director, Arts, Culture and Heritage Services, noted that a feasibility study is required to prepare for the detailed design process. Mike Redpath, Senior Manager, Parks, added that the City is coordinating with the Ministry of Forests, Lands and Natural Resource Operations and have submitted applications for park public space related water lot leases. Also, he noted that it is anticipated that the Province will complete consultation with First Nations in the summer of 2016. |

|
Discussion ensued with regard to restoring the Phoenix Net Loft in time for Canada’s 150 year anniversary in 2017 and seeking opportunities to receive grants for the proposed project. |
|
|
|
In reply to queries from Committee, Cathryn Volkering Carlile, General Manager, Community Services, advised that the timeline to complete the project would be dependent on factors such as the availability of trades and the design process. |
|
|
|
Ms. Barnes, spoke on behalf of the Richmond Arts Coalition, expressing support for the proposed project. |
|
|
|
Loren Slye, 11911 3rd Avenue, expressed support for the proposed project. |

That a feasibility study be completed for the Phoenix Net Loft for future use as an artist creation and support space, and other uses as outlined in the report titled “Phoenix Net Loft Feasibility Study” dated June 27, 2016 from the Director, Arts, Culture and Heritage Services; |

(2) |
That the City’s 5 Year Financial Plan (2016-2020) be amended to include the feasibility study in the amount of $100,000, to be funded from the Rate Stabilization Account; |
|
|
(3) |
That an application for the feasibility study for the Phoenix Net Loft be submitted to the Canada Cultural Spaces Fund through the Department of Canadian Heritage; and |
|
|
(4) |
That the Chief Administrative Officer and the General Manager of Community Services, be authorized to enter into funding agreements with the Government of Canada for the above mentioned project should it be approved for funding by the Government of Canada. |
