The Chair called the meeting to order at 4:00 p.m.

That Steveston Road Ends be added to the agenda as Item 6A.

That the minutes of the meeting of the Parks, Recreation and Cultural Services Committee held on Tuesday, November 25, 2008, be adopted as circulated.

3.

George Struk, 9600 Cambie Road, regarding the adoption of Official Community Plan Bylaw 8029, and the acquisition of his property.

(File No.:  08-4045-20-11-WE/2009) (REDMS No. 2566675)

 

 

George Struk, 9600 Cambie Road, reviewed his concerns as stated in his letter dated January 14, 2009 addressed to Mayor and Council, and asked that Council support his concerns and proceed with the acquisition of this property. 

 

 

Roseanne Walden, 9611 Odlin, referred to her letter dated January 19, 2009 addressed to Mayor and Council, and echoed Mr. Struk’s concerns. Ms. Walden also sought Council’s support for the acquisition of her property.

 

 

Discussion ensued and it was noted that (i) both property owners wish to sell their properties and live elsewhere; and (ii) Mr. Struk and Ms. Walden have not listed their properties for sale.

4.

Waterfront Strategy- Redefining Living on the Edge

(Report:  January 6, 2009, File No.:  01-0340-25) (REDMS No. 2500908)

 

 

With the aid of a PowerPoint presentation, Parks staff presented the above noted report.

 

 

Discussion ensued and it was noted that:

 

 

§      

both the landside and waterside of the City’s waterfront be considered when carrying out aesthetics of the Strategy;

 

 

§      

an interdepartmental team is anticipated to form in order to begin facilitating aspects of the Strategy; and

 

 

§      

Richmond has several other small islands, not listed in the Strategy.

 

 

It was moved and seconded

 

 

That:

 

 

(1)

the attached report, “2009 Waterfront Strategy: Redefining Living on the Edge” be adopted as a long-term vision and resource for managing Richmond’s waterfront;

 

 

(2)

the Strategic Directions Framework and 3-Year Work Program be reviewed on an annual basis and used to monitor progress towards achieving the long-term Waterfront Vision; and

 

 

(3)

staff develop a Waterfront Strategy Implementation Plan including a strategic land acquisition plan for each Waterfront Character Area.

 

 

Dana Westermark, Richmond resident and developer, spoke in favour of the Strategy stating it will help make the waterfront equally attractive and part of the community.  Mr. Westermark also asked that private property owners be considered when executing the Strategy.

 

 

The question on the motion was called and it was CARRIED.

 

 

5.

Richmond Rugby Club Facilities

(Report:  January 13, 2009, File No.:  11-7200-01) (REDMS No. 2560803)

 

 

It was moved and seconded

 

 

That the Richmond Rugby Club Facilities report (dated January 13, 2009 from the Director of Parks and Public Works Operations) be received for information.

MANAGER’S REPORT

6A.

STEVESTON ROAD ENDS

 

 

Discussion ensued regarding road ends in Steveston and it was noted that there is an outstanding referral on this matter.  As a result of the discussion, the following referral motion was made:

 

 

It was moved and seconded

 

 

That staff investigate and report back on funds remaining in the Steveston Road Ends fund, the expenditures made from the fund, and the potential to utilize funds generated from the sale of Steveston road ends for recreation purposes.
