CHILDREN AND YOUTH ASSET BUILDING (Report: February 11/05, File No.: 07-3425-01) (REDMS No. 1428943) | |

Officer in Charge, Ward Clapham and the General Manager, Parks, Recreation and Cultural Services, Cathy Volkering Carlile, responded to questions of Committee regarding various aspects of the report. | |

That: | |

(1) |
the vision for “Richmond to be the best place in North America to raise children and youth” in support of the City’s main vision, be endorsed; |
|
|
(2) |
the City of Richmond adopt an Asset-Based Approach; |
|
|
(3) |
the City of Richmond and the Richmond RCMP provide joint leadership to work towards achieving this vision; and |
|
|
(4) |
staff develop a communication strategy. |

OPTIONS FOR THE LOCATION OF A RECREATIONAL VEHICLE PARK IN RICHMOND (Report: February 16/05, File No.: 11-7200-01/2005-Vol 01 xref: 06-2345-20-MCD01) (REDMS No. 1432005) |

|
That staff seek alternative options other than MacDonald Beach Park for the potential provision of recreational vehicle park services in Richmond. |
|
|
Prior to the question being asked discussion ensued among Committee members and staff about the high number of users McDonald Beach that are from other districts. |
|
|
As a result of that discussion the following amendment was introduced: |

|
That staff contact the Greater Vancouver Regional District in relation to a regional involvement in the dog walking area at McDonald Beach. |

The question on the main motion, as amended, was then called, and it was CARRIED. |

4. |
STATIC AND RUNNING LOCATIONS FOR INTERURBAN TRAM CAR #1220 (Report: February 21/05, File No.: 10-6510-05-01) (REDMS No. 844012) | |||

|
Mr. Dana Westermark, speaking on behalf of the Richmond Heritage Railway Society, clarified that the preference of the Society was for an operating tram travelling a historic route, or, at least, a Steveston route. Mr. Westermark spoke in support of Item 3 of the operating options contained in the report, and also for the opportunities of running along the existing railway right-of- | |||
|
|
way along the Railway Avenue corridor that could ultimately connect to Steveston village and the RAV line. Although a static site was not the preference of the Society, if it were to be approved, Mr. Westermark said that No. 1 Road at Moncton Street, or No. 1 Road at Bayview Street would be the preferred sites. Further to this, Mr. Westermark said that the tin shed site, a high visibility site at the foot of Moncton Street and 3rd Avenue that would provide a small link to historic site in Steveston, had been overlooked. | |||

Discussion then ensued among Committee members and staff about setting the objective of having Tram 1220 as a static display in Steveston, or utilized as a RAV station, as a result of which the following amended motion was introduced: | |||

staff investigate and analyze the options, including the approximate range of costs, of: | ||
|
|
|
i) |
as a first priority, having Tram 1220 as a static display located either : | |
|
|
|
|
a) |
near the Gulf of Georgia site ie. at the Tin Shed site or the lane by the Steveston Hotel; |
|
|
|
|
b) |
at Steveston Park; |
|
|
|
|
c) |
at #1 Road and Bayview St.; |
|
|
|
|
d) |
at the Britannia Heritage Shipyard; |
|
|
|
ii) |
as a second priority, the use of Tram 1220 as a RAV station; and | |
|
|
2) |
the report (dated February 21, 2005 from the Manager, Community Recreation Services) regarding Static and Running Locations for Interurban Tram Car #1220 be received for information. | ||

5. |
MANAGER’S REPORT |
|
|
The Manager, Parks Operations, Gord Barstow, reported that the successful removal of trees on Stefanko Place was complete, and that tree replacement would begin. |
|
|
In response to a question Mr. Barstow also reported that the condition of the ponds in Minoru Park was improving as a result of the use of a new pump that allowed for the use aerators, and the use of enzymes in the pond. |
|
|
Also in response to questions, the Director of Parks Operations, Dave Semple, reported that: | |
|
|
i) |
low level lighting in Minoru Park would not be a preferred option due to the damage sustained by this type of lighting. A heavier type lighting will be installed which, along with the pruning back of shrubs along the pathway, would make the park more secure. |
|
|
ii) |
that the new turf field at Richmond Senior Secondary School should be installed by September 2005. |
|
|
The Manager, Parks, Planning and Design, Mike Redpath, provided an update on the Brighouse Park Skate Spot. Staff will be meeting with youth on March 16th, 2005 at Brighouse Park to discuss the project. |
|
