That the minutes of the meeting of the Parks, Recreation and Cultural Services Committee held on Tuesday, June 24th, 2003, be adopted as circulated. |

2003 COMMUNITY PARTICIPATION PUBLIC ART PROJECTS (Report: June 25/03, File No.: 7000-09-01) (REDMS No. 1010900, 10000057, 880082) |

The Manager, Policy Planning, Terry Crowe, and Kari Huhtala, Senior Planner were present. |
|
|
It was moved and seconded |
|
|
That an allocation of $22,505 from the 2001 Community Participation Public Art Project budget for the initiation and completion of the four (4) community public art projects (as presented in the report dated June 25th, 2003 from the Manager, Policy Planning,) be endorsed. |
|
|
Prior to the question being called advice was given that the Walking Woman project, submitted by Margaret Dragu but not recommended for inclusion in the Public Art Project, had received funding and would be presented in September. |
|
|
The question was then called and it was CARRIED. |
|

Councillor Dang joined the meeting 4:05 p.m. |

The General Manager, Parks, Recreation and Cultural Services, Cathy Volkering-Carlile, was present. |
|
|
Ms. Aileen Cormack, member, Richmond Seniors Advisory Committee, expressed her excitement about the program and then suggested that space at the new branch of the Richmond Public Library at Cambie and No. 5 Road be utilized for a Wellness program for East Richmond Seniors. |
|

|
|
That staff prepare an Additional Level submission for the Seniors Wellness Program in the 2004 Operating Budget. |

The Director, Parks, Dave Semple, was present. |
|
|
|
Mr. George Atkinson, a member of the Board of Directors of Thompson Community Association, spoke in support of the project and the interest it will generate from the teen population. |
|
|
|
It was moved and seconded |
|
|
|
That: |
|
|
|
(1) |
the proposal from the Thompson Community Association for the donation of a climbing wall structure at the Thompson/Burnett Park be approved; and |
|
|
( 2) |
prior to undertaking any work, a contribution agreement between the Thompson Community Association and the City that outlines the terms of funding, project design, installation and construction of the climbing wall structure, be developed. |

5. |
MANAGERS REPORT |
|
|
The Manager, Parks Operations, Gord Barstow, reported: |
|
|
|
i) |
that the report Trees on Private Property covered a larger scope than originally thought. The Director, Parks, Dave Semple, indicated that the report would be presented at the September 2nd General Purposes Committee. |
|
|
ii) |
on the affect the current drought was having on City trees. An extra shift for tree watering had been implemented in addition to the innovative measure of tagging trees and requesting neighbourhood assistance in watering those trees. |
|
|
In response to a question from Committee, Mr. Barstow said that he would follow up on lawn watering complaints. |
|
|
