The Chair called the meeting to order at 4:00 p.m.

It was moved and seconded

 

 

That the minutes of the meeting of the Planning Committee held on Tuesday, January 21, 2003, be adopted as circulated.

The next meeting of the Committee will be held on Tuesday, February 18th, 2003, at 4:00 p.m. in the Anderson Room.

APPLICATION BY GARDEN CITY HOMES FOR REZONING AT 8300 AND 8320 RYAN ROAD FROM SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA E (R1/E) TO TOWNHOUSE DISTRICT (R2)
(RZ 01-196022 Report:  January 15/03, File No.:  8060-20-7470/7430) (REDMS No. 915845, 924170, 924497)

 

 

The Manager, Development Applications, Joe Erceg, and Jenny Beran, Planner, were present.  Mr. Erceg briefly reviewed the report. 

 

 

A discussion then ensued on the public notification and consultation process that had taken place not only for this application but also for previous instances where different land uses  were allowed within single family development.  Advice was given that the proposed R2 zone would probably only be considered for 8300, 8320, 8340, 8360, 8380 and 8400 Ryan Road due to the depth of the lots and their location between a road and a school.

 

 

Councillor Howard joined the meeting during the above discussion 4:09.

 

 

It was moved and seconded

 

 

That:

 

 

(1)

Bylaw No. 7470, for the rezoning of 8300 and 8320 Ryan Road from Single-Family Housing District, Subdivision Area E (R1/E) to Townhouse District (R2), be introduced and given first reading.

 

 

( 2)

Bylaw 7430 for the rezoning of 8300 and 8320 from Single-Family Housing District, Subdivision Area E (R1/E) to Single-Family Housing District, Subdivision Area B (R1/B) be abandoned.

It was moved and seconded

 

 

That the notification area for public hearing be expanded to include the 3 lots adjacent to the west of the subject property; the 4 lots adjacent to the east of the subject property; the 4 most southern lots of Ruskin Road; and, the four most southern lots of Leonard Road.

4.

RICHMOND SENIORS ADVISORY COUNCIL 2002 ANNUAL REPORT AND 2003 WORK PLAN
(Report:  December 17/02, File No.:  0100-20-SADV1-01) (REDMS No. 927058, 920977)

 

 

Aileen Cormack, Past Chair, Richmond Seniors Advisory Council, Pat Casper, Chair, Richmond Seniors Advisory Council, and Leslie Sherlock, Planner, were present.

 

 

Ms. Cormack congratulated Cllr. Dang on his re-election to Council, and  welcomed him as the new liaison to the Advisory Council.  Ms. Cormack then briefly summarized the annual report with particular emphasis paid to the conclusions of the report.

 

 

The Chair expressed appreciation on behalf of the Committee and the citizens of Richmond for the exceptional effort given by Ms. Cormack during her tenure, and commended her work on behalf of seniors.

 

 

A brief discussion ensued on the request to provide an additional $500. to the Advisory Committee for its annual operating expenses.  The Committee requested that staff prepare a report on the funding options for advisory committee annual operating expenses.

 

 

In response to information provided on the Advisory Committees interaction with youth, the Chair requested that a copy of the report prepared by last years Kwantlen College placement student, Cheryl Y. Edwards, entitled Multicultural inclusion for Richmond Seniors, be distributed to Council.

 

 

It was moved and seconded

 

 

That:

 

 

(1)

the Richmond Seniors Advisory Council 2003 Work Plan, as outlined in the 2002 Annual Report, be endorsed; and

 

 

(2)

the Richmond Seniors Advisory Council  proposed 2003 Operating Budget of $1,500.00 be considered for approval during the 2003 budget finalization process.

5.

MANAGERS REPORT

 

 

 

Direction was given to staff that a report be prepared on the pros and cons of secondary suites in the City. 

 

 

Councillor Steves left the meeting 4:40 p.m.

 

 

The Manager, Policy Planning, Terry Crowe, reported that the City's study to update the existing Flood Management Strategy was now underway.  Council will be advised on the progress of the update later in 2003.

 

 

In response to a request that a brief summary of the recent workshop Richmond and the Rising Sea, conducted by Dr. Michael Church, UBC Geography Professor, be provided, advice was given that Mr. Churchs speakers notes were being prepared for distribution to Council.
