Call to Order:

Mayor Brodie opened the proceedings at 7:00 p.m.

OFFICIAL COMMUNITY PLAN BYLAW 7100 AND 9000, AMENDMENT BYLAW 10213 AND RICHMOND ZONING BYLAW 8500, AMENDMENT BYLAW 10212 (RZ 17-788900)

(Location:  7780, 7800, 7804, 7820 and 7840 River Road; Applicant:  Urban Solutions Architecture Ltd.)

 

 

Applicant’s Comments:

 

 

The applicant was available to respond to queries.

 

 

Written Submissions:

Submissions from the floor:

 

 

Jack Chan, 7850 River Road, inquired about the project timeline and expressed concern on the potential impact of construction to neighboring properties.

 

 

Jozef Jakubowski, 7860 River Road, commented on the phasing of the project and the time frame of construction. 

 

 

It was suggested that the applicants discuss construction and timeline concerns with neighbouring property owners.

 

 

In response to queries from Council, staff advised that (i) the project will be constructed in one phase, (ii) there is one comprehensive parking structure under the building that relies on two access points, (iii) the timeline for approvals will be at least one year, (iv) should the application proceed, mail notification will be sent out to the surrounding neighborhood advising of the related Development Permit Panel application, and (v) through the Servicing Agreement, a Construction Parking and Traffic Management Plan will be implemented to ensure access to the Skyline Marina and marina businesses during the construction.

TEMPORARY COMMERCIAL USE PERMIT (TU 23-009170)

That an extension to Temporary Commercial Use Permit (TU 20-891050) to permit a 'Vehicle Rental, Convenience' use, limited to the storage of rental vehicles only with no associated buildings and no public access as a site specific additional use, be issued for three years from the date of issuance.
