Revised Terms Of Reference: Advisory Committee on the Environment (ACE) (File Ref. No.: ) (REDMS No. 3059665) | ||

|
In answer to queries, the Manager, Policy Planning, Terry Crowe advised that the 2010 revised Terms of Reference for the Advisory Committee on the Environment (ACE) proposed a membership composition of 14 members in total, comprised of 13 citizen members and one additional member who would sit as an alternate to the YVR Environmental Advisory Committee. | ||

That, as per the staff report from the General Manager of Planning and Development entitled “Revised Terms of Reference: Advisory Committee on the Environment (ACE)”, dated November 3, 2010: | |

(a) |
the existing 2003 Committee on the Environment (ACE) Terms of Reference be replaced with the 2010 Advisory Committee on the Environment (ACE) Terms of Reference (Attachment 2); and |
|
|
|
(b) |
the Terms of Reference For City’s Representatives to the YVR Advisory Noise Management Committee (YVR ANMC) be approved (Attachment 3). |

In accordance with Section 100 of the Community Charter, Councillor Derek Dang declared himself to be in a potential conflict of interest as he owns property in the area and left the meeting (4:15 p.m.). |

Alexandra District Energy Utility BYLAW (File Ref. No.: ) (REDMS No. 3043923) | |
|
|
The Director, Engineering, John Irving, provided background information related to the proposed Alexandra District Energy Utility Bylaw. Mr. Irving mentioned that the Alexandra area would provide the City with its first opportunity to install and start District Energy Utility. He also reviewed the concept plan, and advised that the proposed bylaw would be applicable to the Oris Development, and that in order to expand the District Energy Utility to other parts of the neighbourhood, the proposed bylaw will require an amendment at a future date. | |

A discussion then ensued about: | |

the types of details that future developments would be impacted by in order to make provisions for District Energy Utility; |

§ |
the partnership model between the City and Oris Geo Energy Ltd.; |
|
|
§ |
the costs related to providing District Energy Utility in comparison to conventional methods and materials; |
|
|
§ |
the benefits of District Energy Utility that would be realized by the end user; |
|
|
§ |
key issues and concerns raised by developers that are considering rezoning applications; |
|
|
§ |
City staff’s overall success with developers in negotiating the inclusion of District Energy Utility as a condition of rezoning; and |
|
|
§ |
the concept, design and site location and area plan for the Alexandra District Energy Utility. |
