The Chair called the meeting to order at 4:00 p.m.

It was moved and seconded

That the minutes of the meeting of the General Purposes Committee held on Monday, October 18, 2010, be adopted as circulated.

2011 Council and Committee Meeting Schedule

In answer to a query regarding Part (b) of the staff recommendation, the Director, City Clerk’s Office, David Weber advised that re-scheduling the August 15, 2011 Public Hearing to Wednesday, September 7, instead of Tuesday, September 6, 2010 was not a problem, and that the important point was that the Public Hearing be held during that week. 

It was moved and seconded

That the 2011 Council and Committee meeting schedule, attached to the staff report dated October 7, 2010 from the Director, City Clerk’s Office, be approved, subject to the following proposed revisions as part of the regular August meeting break:

(a)

that the Regular Council Meetings (open and closed) of August 8 and August 22, 2011 be cancelled; and

(b)

that the August 15, 2011 Public Hearing be re-scheduled to Wednesday, September 7, 2011 at 7:00 p.m. in the Council Chambers at Richmond City Hall.

Administrative Overhead

It was moved and seconded

That the staff report dated October 20, 2010 from the Director, Finance, entitled “Administrative Overhead” be received for information.

The question on the motion was not called, as the Director, Finance, Jerry Chong advised that the table of rates of overhead had been reviewed and deemed reasonable by a consulting group.  He also mentioned that as a project increases in size, so will the associated administrative costs. 

The question on the motion was then called, and it was CARRIED.
