That the minutes of the meeting of the General Purposes Committee held on Monday, June 1, 2009, and the minutes of the Special meeting of the General Purposes Committee held on Monday, June 8, 2009, be adopted as circulated.

1.

Liquor Licence Amendment Richmond Inn Hotel Ltd., doing business as Richmond Inn 7551 Westminster Highway

It was moved and seconded

 

 

That a Council Resolution declining comment on the Liquor License amendment application submitted by the Richmond Inn to increase the liquor service on the patio area of the hotel, be forwarded to Liquor Control and Licensing Branch.

3.

No Smoking Signage At Outdoor Sport Facilities and Playgrounds

 

 

In reply to queries from Committee, Serena Lusk, Manager, Parks – Planning & Design, advised that no smoking signage for outdoor sport facilities and playgrounds is in production and will be installed shortly.  Ms. Lusk also mentioned that baseball diamonds signage will be mounted first and that the signage will be aligned with those placed at artificial turfs.

 

 

Discussion ensued and staff advised that (i) Translink is responsible for no smoking signage at bus stops; and (ii) enforcement is complaint driven.  It was also noted that community partners be reminded to abide by the no smoking rules.

 

 

 

OLYMPIC BUSINESS AND MAJOR PROJECTS

 

 

2.

Richmond Olympic Oval Dyke Works – Site Furnishings Detailed Public Art Concept

(File Ref. No.:  06-2052-50-11-05/Vol 01) (REDMS No. 2654801)

 

 

Greg Scott, Director, Major Projects, provided background information and noted that the detailed drawings and models are to help visualize the proposed furnishings.

 

 

In reply to queries from Committee, staff and the artists advised that (i) the proposed wood is epay and it is very durable; (ii) the proposed platforms have different orientations as they are intended to engage people at multiple scales such as distant views and foreground elements; (iii) the proposed platforms are safely above the high water mark; and (iv) the proposed platforms are two feet above ground, which is the maximum height allowed without a handrail.

That the detailed design for the site furnishings public art elements located in the dyke area fronting the Richmond Olympic Oval site, as outlined in the staff report dated June 15, 2009 from the Director, Major Projects, be approved.
