STAFF RECOMMENDATION

That the following grants be approved:

(1)

a $17,000 grant to the Richmond Youth Services Society;
 

(2)

a $10,000 grant to the Steveston Community Society for the Steveston Float, to be disbursed after a full review of needs is completed;
 

(3)

a $10,000 grant to the Richmond Nature Park for the Richmond Nature interpretative signage; and
 

(4)

a $10,000 grant to the Minoru Seniors Society for the Seniors Wellness Coordinator.

(1)

 That the guiding principles (as outlined in the report dated April 7^th, 2004, from the General Manager, Parks, Recreation & Cultural Services), be adopted;
 

(2)

That the Terms of Reference for a Richmond 2010 Community Opportunity Task Force be adopted; and
 

(3)

That Council advertise and recruit for the Richmond 2010 Community Opportunity Task Force.

STAFF RECOMMENDATION

(1)

That staff engage Ipsos-Reid to conduct a telephone survey (as outlined in the report dated April 15^th, 2004, from the Director, Corporate & Intergovernmental Relations);
 

(2)

That staff report to Council with the results of the Ipsos Reid Survey, along with recommended questions and topics for follow-up focus group discussions and process regarding City taxation and service level matters; and
 

(3)

That Council provide direction to staff on any additional survey work that would be desirable beyond that recommended above.
