Finance), regarding the 2003 Operating Budget Referrals II, be
received for information. |

That the 2003 Operating Budget Final Draft, be approved as the basis for preparing the 5 Year Financial Plan (2003 2007), (with the final draft being determined during the General Purposes Committee meeting on February 17th, 2003). |

the Guiding Principles for the Service Delivery System be adopted; |

the Community Involvement Model, Planning Framework and Proposed
Service Delivery System (as outlined in the report dated February 11th,
2003, from the General Manager, Parks, Recreation & Cultural
Services), be adopted in principle; and |

|
(3) |
That staff seek community feedback through the Parks, Recreation and Cultural Services Master Plan process and report to Council in May 2003. |
