That the minutes of the meeting of the General Purposes Committee held on Monday, June 3rd, 2002, be adopted as circulated. |

ROAD EXCHANGE BYLAW NO. 7393,
SUBDIVISION OF LOT 117 LMP35075 (SHEPHERD DRIVE) |

|
|
That Road Exchange Bylaw 7393 be introduced and given first, second and third readings. |
|
|

Dilapidated Building P.I.D.

That Council declare the building located at: |
|
|
|
P.I.D. 002-477-084 Lot 19, Block M, Section 29, Block 5 North, Range 6 West, New Westminster District Plan 9740 |
|
|
|
to be a nuisance pursuant to Section 727 of the Local Government Act and order the owner to repair the roof and plumbing and remove garbage by July 2, 2002; and |
|
|
(2 ) |
That, if the owner fails to comply with the order, Council authorizes staff to complete the repairs up to a maximum cost of $5,000. |
|
|
|
|
|
|
The question on the motion was then called, and it was CARRIED. |

4. |
PRELIMINARY
COMMENTS ON THE DRAFT COMMUNITY CHARTER |
|
|
|
Discussion ensued among Committee members and the
Manager Policy & Research, Lauren Melville, City Solicitor Paul
Kendrick, the Manager, Communications Public Affairs Ted Townsend
and Chief Administrative Officer George Duncan, on the draft
Community Charter. |
|
|
|
During the discussion, the following comments and
concerns were expressed: |
|
|
|
|
the Charter did not provide the City with any more power at present
and would not have a major impact on the day‑to-day operations; |
|
|
|
although the proposed Charter in some areas would reduce the
authority of the City, in other areas, required paperwork had been
reduced and public/private partnerships had been formally
recognized; |
|
|
|
while the power to prohibit specific activities would be helpful,
this power would not apply to those areas which the City would like
to enforce prohibition;
|
|
|
|
with reference to the possible expansion of the Mayors powers to
include the direction and management of policies and programs
respecting its services and other activities, the comment was made
that such an expansion would be more appropriate for villages and
small towns |
|
|
|
staff would be presenting a more comprehensive report on the
Community Charter in approximately one month's time, which would
include recommendations which could be submitted to the UBCM. |

|
|
|

That the report (dated June 10th, 2002, from the Chief Administrative Officer), regarding Preliminary Comments on the Draft Community Charter, be received for information. |
