Mayor Brodie called the meeting to order at 4:00 p.m. |

Revised Consolidated 5 Year Financial Plan (2020-2024) Bylaw No. 10183 |

It was moved and seconded |
|
|
|
(1) |
That the Revised Consolidated 5 Year Financial Plan (2020-2024) Bylaw No. 10183 be introduced and given first, second, and third readings; and |
|
|
(2) |
That staff undertake a process of public consultation as required in Section 166 of the Community Charter. |
|
|

Mayor Brodie recessed the meeting at 5:27 p.m. for the closed General Purposes Committee meeting. |

PUBLIC ANNOUNCEMENT |
|
|
Mayor Brodie made the following announcement: |
|
|
|
§ |
That Council proceeded with the recent decision to utilize provisions in the Community Charter to present an alternative property tax deadline and penalty scheme for the benefit of Richmond taxpayers, including a 2020 property tax deadline set at July 2, 2020 without penalty if paid on or before September 30, 2020; |
|
|
§ |
That the Chief Administrative Officer will be authorized to maintain existing regular full time and regular part time staff complement contingent on the ability of City departments to demonstrate that productive work can be achieved through redeployment to COVID-19 related duties, seasonal work, extraordinary facility maintenance team assignments, and other tasks yet to be identified; and subject to satisfactory budget impacts as a result of existing mitigation efforts, and a reduction in budgeted transfers to reserves as described in the Staff Report; |

That staffing levels and redeployment will be reviewed by the Chief Administrative Officer and a status report be presented to Council by June 22, 2020; |
|

§ |
That should mitigating measures noted above require further support, such as borrowing from the City’s reserves, Staff will provide updated financial analysis and seek further direction from Council prior to taking any corrective action. |
|
