Mr. Brian Wardley, 3091 Pleasant Street, spoke about substance abuse and the need to address this issue through education, public awareness, training programs, etc.  He urged Council to support the recommendations to be considered later in the meeting.

the Richmond Substance Abuse Strategy (attached to the report dated June 19th, 2003, from the Manager, Community Safety Planning), be approved; and
 

 

 

(2)

the issue of a dedicated staff resource and the finalized Terms of Reference for the Richmond Substance Abuse Task Force be referred to the September meeting of the Community Safety Committee.

That staff investigate the recommendations in detail and report on an implementation strategy in June, 2004.

That Councillor Kiichi Kumagai be appointed as the City of Richmond's designated representative on the Board of Directors of Emergency Communications for Southwest British Columbia (E-COMM), effective until the E-COMM Board of Directors meeting in 2004.

8220, 8240 Garden City Road and 9020, 9040 Dixon Avenue (DP 02-219529); and
 

 

 

 

( b)

3591 and 3611 Chatham Street (DP 02-222274),

APPOINTMENT OF BYLAW ENFORCEMENT OFFICER

That Tamara Bissett be appointed as a Bylaw Enforcement Officer in accordance with Section 36 of the Police Act, and that such appointment be for the term of her employment as a Bylaw Enforcement Officer with the City.

That the resolution (No. R03/13-22) adopted on Monday, July 14th, 2003, which cancelled the August 18th Public Hearing, be rescinded.
 

 

 

(2)

That the August 18th, 2003 Regular Council Meeting for Public Hearings be reinstituted, and that all Official Community Plan and Zoning Amendment bylaws which received first reading in the month of July be forwarded to that Public Hearing.

It was moved and seconded

 

 

That the issues related to staffing at the Minoru Residence be referred to staff for a further report on whether any action can be taken, given Richmond's share of resources from the Vancouver Richmond Health Board.
 

 

 

The question on Resolution No. R03/14-15 was not called, as staff were requested to review as part of the referral, the five questions raised by the delegation during their presentation.

 

 

The question on Resolution No. R03/14-15 was then called, and it was CARRIED.
