That Item No. 20 (3) "Development Variance Permit (DVP 01-196905), for property at 4811 and 4831 Pendlebury Road" be deleted from the Council Agenda and referred to the Regular Open Council Meeting on Monday, February 11^th, 2002.

That Council resolve into Committee of the Whole to hear delegations on agenda items (7:01 p.m.).

That the minutes of the Community Safety Committee meeting held on Tuesday, January 15^th, 2002, be received for information.

That a representative recommended by the School District be included as a standing member of the Community Safety Plan - Advisory Task Force;

That the Terms of Reference for the Community Safety Plan Advisory Task Force (attached to the report dated December 14^th, 2001, from the Manager, Divisional Programs), be approved; and

That staff proceed with the recruitment of members to the Community Safety Plan Advisory Task Force.

That Bylaw No. 7312, to regulate the inspection and testing of fire protection equipment, be introduced and given first, second and third readings.

That the minutes of the Finance Select Committee meeting held on Thursday, January 17^th, 2002, be received for information.

That the minutes of the General Purposes Committee meeting held on Monday, January 21^st, 2002, be received for information.

That an increase to the Council approved capital project of the Britannia Heritage Shipyard front dock be approved to allow for dredging to a minimum depth of 3.1 meters (as outlined in Option 1 described in the report dated January 14^th, 2002, from the Managers of Facilities Planning & Construction and Cultural Services respectively.)

That the grant amounts (identified in the report dated January 13^th, 2002, from the Manager, Customer Services) for Health and Social Services applicants, in the amount of $252,200, be approved, and the cheques disbursed, on the understanding that the grants awarded to Big Brothers and Big Sisters would be amended to be $3,600;

That the grants (identified in the report dated January 13^th, 2002, from the Manager, Customer Services) for Cultural; Community Promotion and Summer Program applicants, in the amount of $64,300, be approved, and the cheques disbursed; and

That the request for funding from the Richmond Kinsmen Club to purchase the lights and displays used as part of the "Nature Comes to Light" event held at the Nature Park each Christmas, be referred to staff for review and report to the General Purposes Committee in due course.

The question on Resolution No. R02/2-11 was not called, as the following amendment was introduced:

That Resolution No. R02/2-11 be amended by adding the following as Part (4), That the late applicants receiving grants (RADAT and the Steveston Community Society), be advised that late grant applications will not be considered for funding in the future.

(b)

Steveston Highway Intersection Safety and Capacity Improvements (Shell Road to No. 2 Road);

(c)

No. 2 Road Intersection Safety and Capacity Improvements (Williams Road to Francis Road);

(d)

Alderbridge Way/Kwantlen Street Intersection Improvement;

(e)

Alderbridge Way Traffic and Pedestrian Safety Improvements (Hazelbridge Way to Garden City Road);

Westminster Highway Traffic Safety and Capacity Improvements (Minoru Boulevard to No. 3 Road);

That the recommendations of the Panel to authorize the issuance of:

be endorsed, and the Permits so issued.
