Mayor Halsey-Brandt called the meeting to order at 7:00 p.m.

It was moved and seconded

That the minutes of the Regular Council Meeting held on Monday, March 26, 2001 be adopted as circulated, and that the TransLink "Board in Brief" dated March 31st, 2001, be received for information.

Prior to the question on the motion being called, Councillor Kumagai, as Councils representative on the Board of Directors of TransLink, requested that the following statement be included in the Council Meeting minutes:

"The Board of Directors of TransLink are not involved in the Coast Mountain negotiations. Coast Mountain is an operating subsidiary of TransLink and the Board is only involved in overall policy planning and envelope funding for its subsidiaries. All subsidiaries conduct their negotiations autonomously."

The question on Resolution No. R01/7-1 was then called, and it was CARRIED.

That the Mayor, on behalf of Council, write to the Minister of Municipal Affairs, requesting a restoration of the Traffic Fine Revenue Sharing Program to the same level of financial contribution as in the year 2000.

"CAT" BYLAW AMENDMENTS TO EXISTING ANIMAL, BIRD AND BEEKEEPING BYLAW NO. 7137

That the following bylaws each be introduced and given first, second and third readings:

(1)

Bylaw No. 7211, which amends the Animal, Bird and Beekeeping Bylaw No. 7137, by adding several new " cat " subsections; and

(2)

Bylaw No. 7212, which amends the Municipal Ticket Information Authorization Bylaw No. 7139, to allow for the enforcement, and penalties, in connection with cat infractions.

APPLICATION FOR REZONING - DAVA DEVELOPMENTS LTD.

(1)

That Bylaw No. 7200, for the rezoning of 4591 No. 5 Road from "Single-Family Housing District, Subdivision Area E (R1/E)" to "Single-Family Housing District, Subdivision Area C (R1/C)" and "Single-Family Housing District, Subdivision Area A (R1/A)", be referred to a Public Hearing, prior to which Attachment 2 of the staff report would be updated to:

(a)

move the temporary lane access from Deerfield Crescent to No. 5 Road and to relocate the access to the middle of the property;

(b)

increase the width of the lots fronting Deerfield Crescent;

(c)

recess the garages for lots fronting No. 5 Road by a minimum of ten feet from the lane; and

(d)

amend the rezoning requirements accordingly, including registration of a "no build" covenant on the lot containing the temporary lane access.

(2)

That the notification area for Public Hearing be increased to include Dewsbury Court and Drive, No. 5 Road, Deerfield Crescent and Dumont Street.

APPLICATION FOR REZONING - CREEKSIDE ARCHITECTS
(RZ 96-000113 - Report: Mar. 9/01, File No.: 8060-20-7217) (REDMS No. 285624, 285625, 285627, 340583)

It was moved and seconded

That Bylaw No. 7217, for the rezoning of 8131 and 8151 General Currie Road from "Townhouse and Apartment District (R3)" to "Comprehensive Development District (CD/118)", be introduced and given first reading, and that the applicant be required to demolish the existing houses on the subject property prior to referral to Public Hearing.

Reference was made to the requirement that the existing houses at 8131 and 8151 General Currie Road had to be demolished before the rezoning application could be referred to Public Hearing, and the Mayor asked staff to advise Council at the April 23rd Regular Council Meeting if the demolition of these dwellings had been completed.

13.

FLOAT AIRCRAFT LANDING PATTERNS IN THE MIDDLE ARM OF THE FRASER RIVER
(Report: Mar. 1/01, File No.: 6470-03-01) (REDMS No. 299666)

That:

(1)

The Vancouver International Airport Authority (YVRAA), Transport Canada, NAV Canada and other relevant agencies, be requested to conduct regular and ongoing monitoring and safety reviews of the float aircraft operations and landing patterns over the middle arm of the Fraser River, and adjacent residential and commercial areas of the City, to ensure compliance with current operational procedures; and

(2)

The YVRAA and other relevant agencies be requested to share the results of these safety reviews with the City and area residents.

(1)

That the minutes and the Chairs report for the meeting held on Wednesday, March 28th, 2001, be received for information.

(2)

That the recommendations of the Panel to authorize the issuance of:

(a)

a Development Permit (DP 00-183413) for the property at 10411 Hall Avenue; and

(b)

a Development Variance Permit (DV 01-112585) for the property at 11331 Coppersmith Way,

be endorsed, and the Permits so issued.

(3)

That the revised trail location and landscaping plan for 23231 Hamilton Road, 23211 & 23251 Dyke Road be deemed to be in general compliance with the Development Permit (DP 00-086732) issued for that property.

15.

FRASER RIVER DEBRIS TRAP

(1)

That a letter be written to the Fraser River Debris Interim Operating Committee, the Premier, and the other funding partners of the Interim Operating Committee, to urge their commitment to sustainable funding of the Fraser River debris trap program, and;

(2)

That staff arrange for representatives of the Debris Management Group / Fraser Basin Council to make a presentation to the Public Works & Transportation Committee on their approach to debris management and what they are trying to achieve from a regional perspective.

PROPOSED ADDITION OF GARDEN CITY ROAD EXTENSION TO THE MAJOR ROAD NETWORK

That the submission of the proposed extended section of Garden City Road between Sea Island Way and Bridgeport Road to TransLink for inclusion in the Major Road Network, as part of the upcoming review of possible changes to the regional road network by TransLink, be endorsed.

ICBC/CITY OF RICHMOND ROAD SAFETY IMPROVEMENT PROGRAM - PROPOSED JOINT STUDIES FOR 2001/2002

(1)

That the list of proposed road safety studies potentially eligible for funding contributions from the ICBC 2001/2002 Road Safety Improvement Program, (as described in the report dated March 19th, 2001, from the Manager, Transportation), be endorsed.

(2)

That staff report to Council on the findings of the studies and the status of the ICBC funding contributions towards the identified eligible projects.
