PROPOSAL TO AMEND THE MCLENNAN NORTH SUB-AREA PLAN
(Report: February 13/01, FILE NO.: 8060-20-7215) (REDMS NO. 286121,286170,286663)

COMMITTEE RECOMMENDATION

(1)

That Bylaw No. 7215, to amend Schedule 2.10C (McLennan North Sub-Area Plan) of Official Community Plan Bylaw No. 7100 by repealing and replacing Attachment 1 ("Land Use Designation & Circulation System" map), and by introducing text amendments affecting the area designated for Community Park/School use, be introduced and given first reading.

(2)

That Bylaw No. 7215, having been examined in conjunction with the Capital Expenditure Program, the Waste Management Plan, the Economic Strategy Plan, and the 5 Year Financial Plan, is hereby deemed to be consistent with said program and plans, in accordance with Section 882(3) of the Local Government Act.

(3)

That Bylaw No. 7215, having been examined in accordance with the City Policy on referral of Official Community Plan Amendments, is hereby deemed to have no effect upon an adjoining Municipality nor function or area of the Greater Vancouver Regional District, in accordance with Section 882(3)(d) and (e) of the Local Government Act.

(4)

That Bylaw No. 7215 be referred to the Agricultural Land Commission in accordance with Section 882(1)(c) of the Local Government Act.

COMMITTEE RECOMMENDATION

That "Zero Tolerance - City Property" Policy 9015, be rescinded, and that the "Unauthorized Changes or Damages to City Property" Policy 9016 (attached to the report dated February 9th, 2001, from the Director, Engineering), be adopted.

TRAFFIC SAFETY AWARENESS WEEK (MARCH 5 - 9, 2001)

COMMITTEE RECOMMENDATION

(1)

That the 2001 Traffic Safety Awareness Week (March 5 - 9, 2001) activities initiated by the Richmond District Parents Association, with the sponsorship of ICBC Loss Prevention and the RoadSense Team and the participation of the Way to Go! School Program be supported, and that staff involvement as part of the City's on-going traffic safety education strategy be endorsed; and

(2)

That the week March 5 - 9, 2001 be officially proclaimed as "Traffic Safety Awareness Week".

RIVERSIDE INDUSTRIAL AREA - TERMS OF REFERENCE FOR ON-STREET PARKING REVIEW

COMMITTEE RECOMMENDATION

That staff proceed with a review of on-street parking in the Riverside Industrial Park in accordance with the Terms of Reference (attached to the report dated February 7th, 2001 from the Manager, Transportation).

DEAGLE ROAD WATERMAIN REPLACEMENT - AFTON DRIVE TO WILLIAMS ROAD

COMMITTEE RECOMMENDATION

That:

(1)

The Deagle Road watermain replacement project which is proposed for construction at a budgeted cost of $225,000 in 2001, be approved for construction in advance of approval of the 2001 Capital Program.

(2)

Any illegal pavement in boulevards encountered during the Deagle Road watermain construction be removed and restored with a 0.75 m gravel shoulder and grass boulevard, in accordance with Boulevard Maintenance Bylaw 7055.
