The Chair called the meeting to order at 4:00 p.m.

That the minutes of the meeting of the Parks, Recreation and Cultural Services Committee held on January 28, 2025, be adopted as circulated.

1.

Richmond Public Art Program 2024 Annual Highlights and Public Art Advisory Committee 2025 Work Plan

Staff reported the public art tours have been well subscribed and, as a result of the public interest, a pilot program to offer more public art tours is anticipated for the summer.

 

 

It was moved and seconded

 

 

That the Richmond Public Art Advisory Committee 2025 Work Plan, as presented in the staff report titled “Richmond Public Art Program 2024 Annual Highlights and Public Art Advisory Committee 2025 Work Plan”, dated February 3, 2025, from the Director, Arts, Culture and Heritage Services, be approved.

2.

Arrival of the S.V. Titania Painting Loan Request

(File Ref. No. 11-7000-09-01) (REDMS No. 7882234)

 

 

In response to queries from Committee, staff noted (i) per the City’s lending process protocol, there is no fee, and in this case all the fees are covered by the artist as per his request, as well as appropriate insurance coverage, shipping and handling, (iii) in the museum filed it is common practise for institutions to lend artifacts, etc. to each other with the borrowing institution to cover the costs, and (iv) staff will be working with the Richmond Art Gallery to identify an appropriate replacement painting.

That the Arrival of the S.V. Titania painting loan request, as described in the staff report titled, “Arrival of the S.V. Titania Painting Loan Request”, dated February 3, 2025, from the Director, Arts, Culture and Heritage Services be approved.

3.

Proposed South Dyke Trail Enhancements around Crown Packaging

(File Ref. No. 06-2400-20-SDYK1) (REDMS No. 7922740)

 

 

In response to queries from Committee, staff noted (i) the primary option explored was consistent with the remainder of the dyke trail, (ii) there will be an average width of three metres (one metre narrower than the multi-use pathway), (iii) the referral response focuses on areas where public access is possible, (iv) staff notified the Agricultural Land Commission of the City’s consideration of trail widening in the area and were advised a non farm use application would be required, and (v) letters were sent to inform the neighbouring farm owner and Crown Packaging of the proposed work that will have some interfacing with their properties, and through continuous conversation will also remind them to look at their blackberry management.

That the proposed enhancements and associated impacts for the trail within the statutory right of way over 13800 No. 3 Road, around Crown Packaging, as outlined in the staff report titled “Proposed South Dyke Trail Enhancements around Crown Packaging”, dated February 10, 2025, from the Director, Parks Services, be approved; and

That staff proceed with the next steps, including an Agricultural Land Commission application and approval, as outlined in the staff report titled “Proposed South Dyke Trail Enhancements around Crown Packaging”, dated February 10, 2025, from the Director, Parks Services.

Further discussion ensued with respect to the environmentally sensitive area north of 13800 No. 3 Road, and the following referral motion was introduced:

That staff explore potential uses of the environmentally sensitive area north of 13800 No. 3 Road, around Crown Packaging, including discussions with the owner on acquisition options, and report back.

4.

Burkeville Neighbourhood Park Renewal – Engagement Results and Next StepS

(File Ref. No. 06-2345-20-BURK1) (REDMS No. 7904128)

 

 

In response to queries from Committee, staff advised (i) share play is possible with basketball and ball hockey by having nets placed on the two sides of the basketball court without hoops for ball hockey; based on observations, sometimes the players will shoot only on one hoop or at one net, (ii) there is currently no plans to add fencing, however a review of those needs can take place through the detailed design stage, (iii) the surface of the splash park is consistent with other waterparks in Richmond and will have all necessary repairs done, (iv) residents that live closest to the current tennis court have expressed support, and (v) there have not been any traffic safety concerns raised from the public, and (vi) there are no plans for a pedestrian traffic light, however staff will work with Transportation staff to review.

That staff proceed with next steps as outlined in the staff report titled “Burkeville Neighbourhood Park Renewal – Engagement Results and Next Steps”, dated February 12, 2025, from the Director, Park Services.
