That the minutes of the meeting of the Planning Committee held on January 9, 2024, be adopted as circulated.

That the following motion considered by the Planning Committee on January 9, 2024, be withdrawn:

 

 

(1)

That Richmond Zoning Bylaw 8500, Amendment Bylaw 10526, for the rezoning of 7560 Ash Street from the “Single Detached (RS1/F)” zone to the “Single Detached (RS2/E)" zone and the "Single Detached - South McLennan (City Centre) (ZS14)” zone, to facilitate a two lot subdivision be introduced and given first reading; and

 

 

(2)

The Richmond Zoning Bylaw 8500, Amendment Bylaw 10491 be abandoned.

RICHMOND INTERCULTURAL ADVISORY COMMITTEE 2023 ANNUAL REPORT AND 2024 WORK PROGRAM

Staff noted they will be working with the Richmond Intercultural Advisory Committee to discuss the different formats for the Diversity Symposium as some feedback received is favourable of an in person symposium while, at the same time, there is feedback in support of the convenience of online webinars.  A further update to the Committee will be provided.

5.

RICHMOND SENIORS ADVISORY COMMITTEE 2023 ANNUAL REPORT AND 2024 WORK PROGRAM

That the staff report titled “Richmond Seniors Advisory Committee 2023 Annual Report and 2024 Work Program” dated January 5, 2024 from the Director, Community Social Development be approved.

6.

MANAGER’S REPORT

 

 

(i)

Supportive Housing Project

 

 

Staff noted the Building Permit application for the supportive housing project at 4831 Steveston Highway was received on January 5, 2024, and revised drawings are anticipated January 24, 2024, and the Building Permit is on track to be issued by the date committed of February 1, 2024.  Staff further noted that the modular units in Edmonton will be inspected concurrently before shipment.

 

 

(ii)

City of Richmond Funding - Housing Accelerator Fund (HAF)

 

 

Further to the press conference held on January 22, 2024 announcing the City of Richmond will receive $36 million from the federal government HAF to help expedite new housing starts, staff noted:

 

 

§   

the funding will help the City to implement 8 specific initiatives to fast track the creation of new housing units which will span the range of affordable housing, market rentals to non-market low end market rentals, and to those needing supportive housing;

 

 

§   

some action items will include:

 

 

 

-       an enhanced fast track program for rental and affordable housing by hiring dedicated staff to process those applications,

 

 

 

-       establishing a housing priorities grant program,

 

 

 

-       creating new positions to manage an affordable housing non-profit partnership program, and

 

 

 

-       optimizing the permitting processes with the use of technology and software; and

 

 

§   

it is expected an additional 1,000 new homes will be processed above and beyond the current 2,000 homes per year.

 

 

In response to queries from the Committee, staff noted (i) the funding is meant to facilitate new housing units (not necessarily bricks and mortar), removing systemic barriers from creating new housing structures, e.g., adding new staff to process affordable housing projects only, and to facilitate a grant program, (ii) the funding will also help to fast track those projects of mixed tenure or perhaps strata and LEMR units as quickly as possible, (iii) by having specific focus on the affordable housing will also facilitate other projects in stream to continue at the pace that is expected.
